About this file

This is a Statement of Salient Characteristics and Trade-In Evaluations for a federal procurement by the Bureau of Land Management (BLM) Arctic District Office under solicitation number 140L6326Q0031. The BLM seeks to procure two new snowmachines equal to or better than a Ski-Doo Skandic WT 900 ACE, with delivery required on or before March 31, 2027, to the Arctic District Office in Fairbanks, Alaska.

The minimum specifications require a liquid-cooled, four-stroke DOHC engine with 95 horsepower, 3-cylinder 899cc displacement, EFI fuel system using regular unleaded 87-octane fuel, and a 42-gallon fuel tank. The powertrain must include pDrive and QRS clutches with a 73mm drive sprocket pitch. Suspension requirements specify LTS front suspension with Motion Control shocks providing 150mm travel and uMotion rear suspension with KYB 36 shocks providing 266mm travel. Additional features include a Silent Cobra WT track, REV Gen5 frame, Pilot 7.4 skis with liner, electric starter with electro-mechanical reverse, fan-cooled air radiator, Brembo brake system, heated throttle lever for driver only, and heavy-duty front/rear bumpers with hitch receiver. The specifications emphasize durability and reliability for remote field operations in the National Petroleum Reserve of Alaska, where identical machines enable part interchangeability during field breakdowns. Quotations must explicitly incorporate trade-in valuations for three used government snowmobiles (2010 Ski-Doo Bombardier WT600 models and one 2014 Ski-Doo Skandic WT600 E-TECH) toward the net purchase price of the new units. Photographs and condition assessments of the trade-in units are provided.

* Each snowmobile will be transporting up to 1,000 pounds of field gear, so the requirement for a 4-stroke motor is for maximum horsepower as well as maximizing clean burning and low emission technology.

**The requirement for the telescoping front suspension is durability. Besides the toughness of the steering arm itself, the tie rod ends from the steering arms to the ski posts are concealed inside the engine compartment, not exposed to stumps for rocks, and less prone to failure.

The necessity for these specifications for both snowmobiles is due to safety concerns in the field in the event of breakdowns. The Arctic District Office has two or three snowmobiles traveling together to perform winter field work within the remote National Petroleum Reserve of Alaska (NPR-A). It is imperative that the machines being used are (1) reliable; and (2) have identical specifications for easy exchange of parts and accessories in event of breakdowns to ensure safety in remote field conditions.
