About this file

This document is a Solicitation Amendment with Questions and Answers for Solicitation 140L6325Q0060, a Navigability Historian Contract issued by the Department of the Interior Bureau of Land Management. The solicitation is a 100% small business set aside, with no incumbent contractor. Key clarifications from the Q&A include confirmation that the researcher is not required to be physically located in Alaska to perform contract functions, and while resumes may be included in proposals, they will not be weighted as an evaluation factor. An additional note addresses a discrepancy in the SAM listing, which incorrectly indicated a Service-Disabled Veteran-Owned Small Business (SDVOSB) Sole Source opportunity, when in fact it is a standard small business set-aside solicitation.

Solicitation 140L6325Q0060 Amendment 0001 Questions and Answers

Question 1:

Is this a new opportunity without an incumbent?

Answer 1:

Thank you for this question. Yes, this is a new opportunity without an incumbent.

Question 2:

Do you require resumes in the proposal?

Answer 2:

Thank you for this question. Offerors may include resumes, but they are not required and will not be weighted as an evaluation factor.

Question 3:

Is the researcher required to be in Alaska for the duration of the project and is the position considered full-time SCA position?

Answer 3:

Thank you for the question. The offeror is not required to be in Alaska to perform the functions of this contract. To be clear, this is not an employment opportunity announcement, and it should not be construed to be one.

Question 4:

The SAM listing states that the opportunity is Service-Disabled Veteran-Owned Small Business (SDVOSB) Sole Source (FAR 19.14), but the solicitation only has the small business set aside checked. It is simply a small business set aside or veteran set aside?

Answer 4:

Thank you very much for this question. This solicitation is a 100% small business set aside. There seems to be an error in the interface between our automated system and SAM. We haven’t been successful getting SAM to fix it yet. Offerors should refer to our solicitation for the most accurate information.
