About this file

This document is a Questions & Answers (Q&A) file for a Bureau of Land Management (BLM) Alaska solicitation, contract number 140L6325Q0044, focused on mineral material fair market value appraisals. The solicitation seeks regional fair market value (FMV) appraisals for various mineral materials including detrital materials (sand, silt, sand and gravel) and quarry-type materials (shot rock, crush rock, riprap, and armor stone). BLM is requesting a firm-fixed price contract and expects contractors to submit a statement of qualifications along with an hourly rate or expense schedule. The specific commodities to be appraised will be based on current materials sold within USFS and BLM jurisdictions, with the possibility of grouping certain commodities together if their prices are similar.

BLM Alaska - 140L6325Q0044 – Questions & Answers

Mineral Material Fair Market Value Questions & Answers

1. Since the scope of work is open ended (i.e., does not specify individual projects nor commodities to be valued), we cannot prepare a budget estimate.

• The SOW does mention commodities under the ‘Scope of Work’ section:

"The mineral materials subject to this evaluation may include detrital materials (sand, silt, sand and gravel) as well as various quarry-type materials (such as shot rock, crush rock, riprap, and armor stone). The specific commodities appraised will be based on current commodities sold within each of the USFS and BLM jurisdictions."

• The appraiser may be able to lump certain commodities together (such as armor stone and riprap) if their prices are similar… but that is for the appraiser to determine. The specific commodities will be sand and gravel, sand, silt/fill, shot rock, crushed rock, riprap, and armor stone.

2. Are you expecting a statement of qualifications and our hourly rate schedule (i.e., time and expenses basis of payment)?

• A statement of qualifications and hourly rate or some expense schedule would be acceptable.

3. What subjects are to be covered in the pending quote?

• We want regional FMV appraisals for the commodities listed as stated in the SOW.

4. Are contractors requested to submit a fixed fee bid or a time and materials bid?

• The BLM is soliciting as a firm-fixed price requirement.
