STATEMENT OF WORK
Snow Removal at Umiat Airstrip and BLM Camp
Sole Source Contract with:
Ukpeaġvik Iñupiat Corporation (UIC) UMIAQ
Introduction and Background
The Umiat Airfield is a State of Alaska in-holding located within the Bureau of Land
Management (BLM) National Petroleum Reserve-Alaska. The airfield consists of a
5,583 x 100-foot airstrip, and numerous gravel pads and structures. The area is remote with no road access. The BLM maintains an administrative camp at this location on a lease with a State of Alaska Department of Transportation and Public Facilities
(DOT/PF). The BLM maintains a Quonset hut, 2 sheds, shop, solar panels, connexs, housing units and an outhouse on this lease. The remaining structures in the area including fueling facilities, power generators, a waste incinerator, and other equipment are owned or leased by Ukpeaġvik Iñupiat Corporation (UIC) UMIAQ. UMIAQ owns the lease with the State of Alaska to operate the airstrip.
Once the ground and snow begins to thaw in the spring planes will not be able to land on the airstrip until it is clear of snow and dry. The melting and break-up can begin in mid to late April and last into early June. The BLM has critical field work that will begin in
May at the Umiat Field Camp and must have fuel pumps, supplies, and gear at the camp when summer field activities begin. To ensure that the necessary supplies and gear are at the camp when field work begins each May, the BLM has a critical need to have snow removed from the airstrip and around the BLM camp before arriving to prepare the camp for summer operations.
UMIAQ is the primary leaseholder with the State of Alaska to operate the Umiat airstrip and is the only entity with equipment on-site for snow removal. This corporation has the heavy equipment, knowledge and expertise (from past operations) needed to clear the
Umiat Airstrip. This corporation also has the required authorizations for working on a
State owned airstrip.
Scope of Work
Mobilize UMIAQ heavy equipment operators to the site on or about April 15 depending on site and weather conditions. The work will occur during mid to late April of 2025.
Opening of the winter, snow-bound airstrip and facilities require:
• UMIAQ will be responsible for flying heavy equipment operators into Umiat by April 15, 2025 (weather permitting).
• UMIAQ equipment operators will use onsite UMIAQ equipment to clear the
5,583 x 100 foot airstrip, apron, and road to BLM camp and the vicinity of the

BLM buildings. All snow will be cleared away from BLM’s Quonset hut, sheds, housing units, connexs, solar panels and outhouse so BLM employees would have access to these facilities when they arrive in May to prepare the camp for summer field work. The BLM will be responsible for clearing any snow drifts directly in front of doorways.
Deliverables
The entire 5,583x100 foot Umiat runway will be cleared and graded to safely accommodate fixed wing (Caravan and Casa-type) aircraft by May 1, 2025. The apron, access road to the BLM buildings and the vicinity around the BLM buildings will be sufficiently cleared and graded to ensure snow melt runoff is diverted away from the runway and buildings. All snow will be cleared away from BLM’s Quonset hut, sheds, housing units, connexs, solar panels and outhouse so BLM employees have access to these facilities. The BLM will be responsible for clearing any snow drifts directly in front of doorways.
