About this file

This document is a set of Questions and Answers related to Solicitation 140L6324Q0047 for the AFCS Structures Historic Context project. The solicitation is a recompete of a prior solicitation (140L6324Q0030) for which no contract was awarded. There is no incumbent contractor. The project involves conducting a historic context study for two administrative structures used by the Bureau of Land Management (BLM) in Alaska, one of which is scheduled for demolition in October 2024. The BLM is open to optional site visits by offerors in Spring 2025, though one structure may no longer be standing. The solicitation does not mandate a specific response format, but references the applicable FAR clauses for commercial item procurements. Evaluation will be based on price and technical acceptability, with no sub-factors.

Questions and Answers 140L6324Q0047Amendment 0001 Attachment 1 of 1
9/5/2024

Question 1:

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer 1:

Thank you for your question. This project was previously solicited under 140L6324Q0030 last month, but no contract award was made. There is no incumbent and the program official has never had a contract in place for these or similar services before.

Question 2:

Is BLM open to having a site visit in Spring 2025? We understand that its optional and not a requirement.

Answer 2:

Thank you for submitting this question. Yes, a site visit/field visit/fieldwork is optional per the Statement of Work Paragraph 2.2 B., but not required. At this time, one of the structures is scheduled for demolition in fall of 2024 and may not be standing if the offeror chooses to perform a site visit in spring 2025.

Question 3:

Can you provide more information about expectations for preservation goals and priorities?

Answer 3:

Thank you for this question. One structure is scheduled for demolition in October 2024 and the Alaska Fire Control Service Facilities Historic Context project is a mitigation listed in an Memorandum of Agreement between the BLM and the Alaska State Historic Preservation Officer. The two remaining structures will continue to be used as administrative facilities by the BLM.

Question 4:

I may be missing something with the Solicitation text, but can you provide more guidance for desired response (format, sections, evaluation criteria, etc.)?

Answer 4:

Thank you for your question. A contract award is expected to be made to a responsible offeror whose offer is found to be the best overall value to the government. Evaluations will be made on a basis of price and technical acceptability with no sub-factors considered. The Bureau has not mandated a format or sections for responses to this solicitation, however, all offerors should review and sign the Standard Form 1449 Solicitation, review the information presented on all Standard Form 30 Amendments and sign, and please look at the solicitation provisions 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and 52.212-2, Evaluations, Commercial Products and Commercial Services for more information.
