About this file
This document is the Evaluation Criteria for the federal contract opportunity titled "CTF INVASIVE PLANT TREATMENT FY24". It outlines the factors that will be used to evaluate offers, which include Technical Capability and Experience, Past Performance, and Price. Technical Capability and Experience will be evaluated based on the offeror's ability to control invasive plants using herbicide application and selective foliar application methods, as well as their relevant project experience. Past Performance references for similar projects completed within the past 3 years are required. The Price will be evaluated for reasonableness and affordability, but is not expected to be the controlling factor. The contract will be awarded based on best value to the government, with technical competence being the primary consideration. The solicitation is a set-aside for small businesses under NAICS code 561730.

52.212-2 -- Evaluation -- Commercial Items (OCT 2014)

(ii) Past Performance
(iii) Price
Addendum to 52.212-2 – Evaluation – Commercial Items
(d) Award will be made to the Offeror whose quote represents the best value to the government in terms of Technical Capability, Past Performance and Price. Price is not expected to be the controlling factor in the evaluation.
However, should technical competence between Offerors be relatively equal, then price could become controlling.
The government reserves the right to award the contract to other than the lowest priced Offeror. Evaluation of the factors is as follows:
(i) Technical Capability and Experience
1. Capability
a. Controlling bird vetch, white sweet clover, or other plants considered invasive in Alaska with herbicide application.
b. Utilization of a selective foliar application (backpack sprayer).
c. Reporting applications to include actual rate of application, active ingredient used, formulation, date, time, and location.
2. Experience
a. Experience summary should include specific project examples relevant to this project of controlling invasive plants with herbicide application using a backpack sprayer. Technical staff background, technical training, certifications and other indicators should be included.
(ii) Past Performance
Past performance - Vendors shall provide 3 references for completed projects comparable in complexity and similar in nature to the work requested on this request for quotations. This request is necessary in order for the government to evaluate Past Performance. It is desirable, but not required, that references be other Federal Agencies. Work referenced should be recent, within the past 6 months to 3 years.
References shall include:
1. Contract Number, if applicable
2. Name of Agency or Business
3. Location Address
4. Point of Contact with Email Address and Phone Number
BLM AK - Solicitation # 140L6324Q0019
BLM AK - Solicitation # 140L6324Q0019
Offerors without recent or relevant references shall submit a statement to such effect in order to be considered as having "Neutral" Past Performance history. Past performance information may also be based on the Government's knowledge of and previous experience with the Offeror, or other reasonable basis.
(iii) Price
The Price evaluation will assess the reasonableness and affordability of the proposed total evaluated price. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Price will be evaluated but not scored, and selection will be made on a best-value basis.
The government reserves the right to award the contract to other than the lowest priced Offeror.
