140L6323Q0001 – Solicitation Amendment #1 – Q&A

NPR-A Working Group

Questions & Answers

1. Question: Can you clarify the contract type? e.g. FFP or T&M etc

Answer: This will be a Firm Fixed Price contract.

2. Question: For potential subcontractors, will the BLM require 3 quotes for each service type?

Answer: No, quotes from subcontractors are not required.

3. Question: From historical practice, in which month are the annual in-person meetings typically held?

Answer: Previously the annual in-person meeting was held in July.

4. Question: Will the Contractor be provided a list of WG members’ current contact information?

Answer: The BLM will provide the initial list of members and alternates. There is a lot of turnover sometimes, so part of the contractor's responsibility will be to keep up with the changes and keep the contact list up to date.

5. Question: Reference SOW Section 5: The SOW requires an interpreter for the meeting. Please clarify if the interpretation needed is for Sign Language or for another specific language.

Answer: The interpreter will need to be an Inupiaq speaker capable of translation into English and vice versa. This interpreter will primarily be needed for the in-person meeting.

6. Question: From a historical perspective, at which hotels have the annual in-person meetings been held?

Answer: Previously, the meeting took place in Utqiagvik, at the Top of the World Hotel. In Anchorage, there are several hotels, including the Sheraton or Clarion, that have conference rooms.

7. Question: Can you please clarify if the Facilitator/Coordinator is responsible and consider in the quote for having the funds available to pay for not only the Airline Expenses, but also paying for the lodging expenses, rental of facility and the first day Cash Advances?

Answer: The Contractor is responsible for having the funds to pay the airline, lodging, rental of facility, and cash advances for meals/incidentals (AKA per diem).

140L6323Q0001 – Solicitation Amendment #1 – Q&A

8. Question: Can you clarify that regarding the Working Group Per-Diem, BLM will coordinate with the Working Group members directly to reimburse them the travel expenses incurred after the workshop? And that this consideration is not to be included in the RFP Quote.

Answer: The BLM will reimburse the Contractor after the service is provided. The BLM requests this cost to be included in the RFQ quote response. These costs are estimates to the best of the Contractor's ability and actual expenses will be reimbursed at the time incurred, not the quote estimate.
