BLM Multiple AFO Site Cleanup 140L6319Q0024 Questions and Answers 8/13/19
1. Can we store fuel on site for helicopter operations? If so, are there any specific rules for containment?
A. Yes can store fuel on-site. All 55-gal drums and larger must be stored in secondary containment. Containers must be marked with owner name, contact info, and date placed there. SPCCP is required if total capacity to store is 1,320 gallons of more. Contractor bears all responsibility for cleanup of any/all spills that may occur.
2. Are permits required for helicopters to be on property?
A. No
3. Are there specific provisions for flying contaminated soil?
A. BLM has no requirements beyond normal transportation regulations.
4. Can we fly contaminated soil directly to a boat or storage yard? If so, are permits required?
A. Yes contaminated soil can be flown directly to a boat or storage yard. BLM is not aware of any permit required to do so.
5. Could you provide information on the bird migratory season?
A. No. Contractor shall plan mobilizations around any flight restrictions that may be imposed due to bird migratory season.
6. Do you have any information on wildlife refuge flight restrictions?
A. Please contact USFWS Refuge for flight restrictions.
7. With the due date extended to August 21, will the government also extend the period of performance from August 15?
A. Yes. Period of Performance will depend on award date.
8. Will the government extend the date for submitting questions 1 week?
A. The submission date will be extended.
9. Can the government provide a bid schedule for pricing purposes?
A. Provide separate lump sum price for each of the following: Site 1, Sites 2 & 3 (combined), Site 4, Sites5 & 6 (combined), Site 7, Site 8, Site 9.
10. The solicitation states that the BLM Project Inspector will be required to be onsite as well as the archaeologist at some sites. Will there be any scheduling restrictions in order for the Project Inspector and archaeologist to attend, or are they available anytime?
A. This is priority work for the PI. The contractor will need to coordinate mobilization(s) with the PI as far in advance as possible to prevent conflict.
The PI and Archeologist have annual work plan requirements that may come into conflict with contractor schedule should there not be sufficient advance coordination.
11. The scope of work mentions removing the main “cabin” at several locations. However, the outhouses are not directly specified for removal. Can the government please clarify whether the outhouses need to be removed along with the cabin structure? If so, are there any special closure requirements that will be required?
A. All structures are to be removed, including outhouses and other outbuildings from each Site. Closing outhouse pits only requires they be backfilled. The outhouse pits have not been in use for many years.
12. Can the government please clarify whether all of the sites are on federal (BLM) property or if additional Rights of Entry may be required?
A. All of the Sites are on BLM Managed public land. No Rights of Entry are required.
13. The SOW indicates that Site #6 includes removal of lead-based paint (LBP) and asbestos-containing materials (ACM). Can the government please clarify if a determination has been made for the presence or absence of LBP and ACM at the other eight locations?
A. The structures and debris at the other Sites have been inspected by a BLM employee who has current AHERA certification. No building material suspected of being ACM has been located at any Site other than Site 6. LBP is not suspected to be present at any of the other sites.
14. NESHAPS notices will be filed with EPA, but will ADEC permitting be required for the burning of any waste wood?
A. Yes, if ADEC requires.
15. What is required to demonstrate that equipment and PPE have been cleaned sufficiently to meet the requirements of 3(A)(5)?
A. Equipment and materials need to be visually inspected by the contractors manager to ensure they are free of mud, sod, or grease which could be shed on-site before being brought to each site.
16. Similar to Sites 8 and 9, was a soil sample collected from Site 7 from within the area of soil contamination? If so, are the analytical results available for review?
A. No samples were collected.
17. Are there any additional analytical results available for Sites 8 and 9 other than DRO (e.g., BTEX, VOCs, PAHs)?
A. No
18. At Sites 7–9, can the BLM confirm the type of petroleum released to the environment? ADEC’s analytical requirements for confirmation soil samples are based on the type of petroleum released. If the BLM is unsure, then ADEC will default to an “unknown” spill, which is significantly different than sampling for a simple heating oil spill.
A. At Site 7 odor, and markings on the drum indicates it is JP4. BLM has no information on type of fuel spilled at Sites 8 and 9 other than the results of the sampling mentioned in the Statement of Work.
19. At Sites 7–9, is an ISM sample required of the land spreading area prior to soil placement?
A. No
20. Is Site 7 accessible by tractor?
A. BLM assumes contractor would mobilize to Rohn only via aircraft landing at the Tatitna airstrip. Spill itself has been accessed by an ATV from the airstrip. The trees appear to be far enough apart to drive a small tractor to the spill from the airstrip. A few trees may need to be cut to allow passage of a tractor the size of a Kubota BX25.
21. If contaminated soil at Site 7 goes beneath trees/roots, what are the BLM’s requirements for grubbing/disposal of trees/brush?
A. BLM recognizes a small number of spruce trees may need to be removed to excavate the spill. The felled trees will be left on the ground where they fall to naturally decay.
22. Will backfilling of the excavations be required? If so, are there local borrow sources available?
A. Backfilling with borrowed material is not envisioned. Excavations should be graded to match surrounding topography and prevent ponding of rain/snowmelt to extent practical. Uncontaminated sod, vegetation, and topsoil removed to excavate sub surface contaminated soil should be set aside to the extent possible and reused as top-cover after excavation is complete.
23. Will surveying of the excavation boundaries, analytical sample locations, and potential test pit locations be required? If so, to what accuracies and units of survey? Will a licensed professional surveyor be required?
A. A single GPS coordinate with sub-meter accuracy of both spill excavation and land-spread locations is required only.
24. Will field screening of analytical samples be required for collection from soil beneath the drums noted for removal at Sites 5, 6, 8, and 9?
A. No. If evidence of release is discovered during drum removal, notify the
BLM PI.
25. Though not specifically called out in the SOW, please clarify how to address if a hazardous material is identified during site cleanup activities.
A. Notify the BLM PI should hazmat be identified that is not included in the
SOW.
26. Does the BLM have the authority to authorize the burning of the structures, or is a burn permit required from another entity? If the latter, do you have knowledge of which agency would have the purview for such a permit?
A. BLM does not authorize burning of structures. Buildings are to be deconstructed with the debris properly disposed. Burning of wood debris needs to comply with applicable fire safety and air quality standards.
27. On Page 10, Section 52.212-1; Item b, sub-item 8, it states “…offerors must show a completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b)) for those representations and certifications that the offeror shall complete electronically). Do we need to submit a completed copy of our representations and certifications with our proposal if we are registered in the System for Award Management (SAM)?
A. If FAR 52.212-3 is completed within SAM, it is not required to complete it separately for this proposal. The SAM information will be sufficient.
28. Can we assume that there are suitable locations for land-farming the soils within a reasonable distance (say 100-200 feet) from each spill area?
A. Yes at Sites 8 and 9. At Site 7 BLM would like to see the land-spread on the approach area at end of the airstrip. Please note BLM land-spreading is the desired method not land-farming.
29. Will clearing of brush be necessary to establish the land-farms at any of the applicable sites?
A. No
30. Does the BLM have any guidelines for what constitutes a reasonable effort to recycle materials? For example, if there are no local recycling options in the nearest village, would the materials need to be shipped to Anchorage? To the lower 48 States?
A. Recycling should not add cost to the project, unless necessary to not dispose as hazardous waste. For example: recycle lead-acid batteries vs disposing as hazardous waste. Donate reusable materials as long as that does not incur cost greater than disposal in a landfill.
31. Several sites may be accessed by watercraft. For transport of BLM staff via watercraft, do the boats or contractors operating the boats have any specific requirements, similar to what is outlined for aircraft in the SOW)?
A. No.
32. To help us in identifying transportation options, which sites will require a BLM Archaeologist to be present during work?
A. To date Sites 4, 7, 8 and 9 have been cleared as not having significant cultural or historic value; therefore Archeologist present is not required. Determinations for Sites 1-3, and 5-6 are in progress.
