About this file
The document is a Q&A amendment (AMD 002) for Solicitation 140L6225Q0022, a Smith Spring Metal Detector Survey contract with the Bureau of Land Management in Wyoming. The survey requires conducting a background files search and intensive field inventory across approximately 10 acres, utilizing metal detectors to investigate an inferred campsite and a 2,300-foot-long corridor adjacent to a National Historic Trail trace.
Key contract details include a firm fixed-price type, small business set-aside, with performance period from 06/01/2025 to 12/31/2025. Contractors must possess a current Wyoming Cultural Resource Use Permit (CRUP) and adhere to specific archaeological documentation standards, including creating/updating site forms, photographing diagnostic artifacts, and completing Wyoming Cultural Property Forms. Critical requirements include immediate notification of any Native American cultural discoveries, following BLM and State Historic Preservation Office guidelines. The contract is a new procurement with no incumbent, and the government will share project location shapefiles and maps upon award.

Question Addressed Solicitation: 140L6225Q0022 Smith Spring Metal Detector Survey
1. Could you please share any photos and a map of the project location?
a. General overview of project location: View of project area: The project location shapefile and map will be shared with the contractor upon award. The project location is approximately 10 miles southeast of Cokeville, Wyoming.
2. Is this a brand-new contract, or is there an incumbent that has previously performed these services? If there is an incumbent or if the contract is a recompete, could you please provide the award number or any information on whether the customer has purchased similar services in the past?
a. This is a brand-new contract. Similar services on a different project were conducted by a cultural resources firm several years ago.
3. Could you please confirm whether the Wyoming Cultural Resource Use Permit (CRUP) needs to be in place at the time of quote submission, or if it can be obtained prior to the commencement of work?
a. A current Wyoming CRUP will need to be in place, or demonstration that a previous WY CRUP was maintained in good standing, at the time of the quote submission.
4. Is excavation required of all metallic hits identified during the metal detector survey? If so, who is responsible for preparing the artifacts for curation and paying the costs of the same?
a. Excavation of metallic hits will be required. The quote could include a sampling plan if numerous hits are identified. The WY CRUP precludes collection of artifacts, so no curation or fees will be required; following CRUP guidelines, analysis and photography of finds will be conducted in the field.

a. Testing of positive metal detector hits will be required. The quote could include a sampling plan if numerous hits are identified.
