About this file

This is a Questions and Answers document for solicitation 140L6225Q0003 regarding water well drilling services for the BLM in Carbon County, Wyoming. The document addresses 12 contractor questions covering technical specifications, site conditions, and compliance requirements.

Key clarifications include: surface casing must be 10" or larger with a minimum 2" annulus, drilling waste can be scattered on-site up to 1-inch depth, bonds are not required but alternative payment protections are, Davis-Bacon wage requirements apply, site access is reasonable, and a 5" pilot hole is mandatory before reaming to full size. The contractor must meet 7.5% and 6.9% goals for female and minority participation respectively. Environmental considerations require minimizing surface disturbance and restoration of any disturbed areas. No geophysical information is available except for a nearby well's driller log. The period of performance is 8/1/25 - 1/31/26, with questions due December 27, 2024 and quotes due January 10, 2025.

Questions Addressed Solicitation: 140L6225Q0003 IRA Little Robber Water Well Drilling

1. We would propose to drive steel casing through formations that are unstable while drilling. This means that the casing may nor may not be retrievable. Will this be allowed?

· If referring to surface casing then it would need to be 10” or larger to allow completion of the well per specification section below. If they are talking about driving casing to full depth then we need to know how they plan on completing well - telescope screen, prepack screen, perforation or what.

· PART 3: EXECUTION

· 3.1 INSTALLATION:

· D. Hole Size: The hole shall be of sufficient diameter to provide a minimum 2” annulus. In example, not less than 9-1/2 inch for 5-inch nominal size casing and large enough to accommodate tremie pipe.

2. Cuttings and development water we would spread and run out on site. Is there any requirement needing to be met regarding this?

· SECTION WY-02671

SITEWORK WELL DRILLING AND CASING

· PART 3: EXECUTION

· 3.3 PROTECTION:

A. Drilling Waste: Drilling waste such as drilling fluid and drill cuttings shall be removed so that wastes will not interfere with installation of the well platform and pumping equipment and will not pollute surface waters or cause contamination of the well. Drill cuttings shall be scattered so that the material is 1-inch or less in depth or as approved by the contracting officer.

· During development it is ok to dispose of water on site as long as doesn’t reach live water, per specification section below:

· SECTION WY-02671

SITEWORK WELL DRILLING AND CASING

· PART 3: EXECUTION

· 3.3 PROTECTION:

· B. Drilling Fluid and Water: Drilling fluids containing chemicals of any kind, including muddy water consisting of sediment and suspended sediment, shall be directed away from streams and surface bodies of water. Drilling fluids shall not come into contact with any streams, streambeds, or surface bodies of water. The Contractor is responsible for the cleanup of any streams, streambeds, or surface bodies of water that come into contact with drilling fluid chemicals, including muddy and dirty water, and the costs associated thereof.

3. L-3 Performance and Payment Bonds- How long is the bond to be in place from the time the contract is complete? 6 months, 1 year, 2 years, etc..

a. Bonds are not required however alternative payment protections are required. Please see clause 52.228-13.

4. Is there a per day penalty for work not completed past the scheduled completion date?

a. Work is not to be completed outside of the period of performance. Excusable delays would need a formal request submitted to the CO.

5. Is there any geophysical information from the nearby area that would hint towards what we will be drilling through?

a. No geophysical information was identified in the vicinity of the proposed well (at least none that extended up to the relatively shallow depth of the proposed well. However, there is a drillers log from a well just 1/3 mile to the NE as follows:

6. Is the 5” pilot hole mandatory? We would propose to just start drilling operations with the 9 7/8” bit.

· SITEWORK WELL DRILLING AND CASING

· PART 3: EXECUTION

· 3.1 INSTALLATION:

· B. Order of Drilling: The drilling of the well hole shall be done in two steps. A pilot hole will be drilled and then reamed. Contracting Officer (CO) must witness drilling of pilot hole. Drilling shall continue until water of adequate quality and quantity has been encountered or that unfavorable conditions require hole abandonment. If drilling results are favorable for completing well, Contractor shall then ream the pilot hole to full size to the required depth.

7. Are Davis Bacon wage requirements in effect for this project?

a. Yes

8. Is site access easily accessible for the rig and ancillary equipment?

a. Yes, reasonable.

9. Are there any bonding requirements for this project? And if so what percentage of the total project will need to be bonded?

a. Bonds are not required however alternative payment protections are required. Please see clause 52.228-13.

10. Is there any requirement for site reclamation or restoration after work has been completed?

· SECTION WY-02671

SITEWORK WELL DRILLING AND CASING

· PART 3: EXECUTION

· 3.3 PROTECTION:

A. Drilling Waste: Drilling waste such as drilling fluid and drill cuttings shall be removed so that wastes will not interfere with installation of the well platform and pumping equipment and will not pollute surface waters or cause contamination of the well. Drill cuttings shall be scattered so that the material is 1-inch or less in depth or as approved by the contracting officer.

ALSO

SECTION 01009

B. Environmental Considerations:

1. The Contractor shall exercise care to prevent unnecessary surface disturbance of the work areas (including areas for storage of materials, parking, staging, and camping areas) and shall be confined to areas approved by the Contracting Officer Representative.

2. In the event the surrounding landscape is disturbed, the Contractor shall restore that area at the Contractor's expense.

3. The Contractor shall not travel cross-country when ground is wet enough to cause rutting and any cross-country travel must be approved by the Contracting Officer Representative.

11. PART 2: PRODUCTS

See Division 2, Section 02760 LITTLE ROBBER WATER WELL, Part 2: Products, for Products requirements for this Project.

See Division 2, Section 02761 LITTLE ROBBER WATER WELL DRILLING AND CASING, Part 2: Products, for Products requirements for this Project.

See Division 2, Section WY-02762 LITTLE ROBBER WATER WELL TESTING, Part : Products, for Products requirements for this Project.

Under these sections the verbiage sounds like it is referencing a different set of documents or a “part 2”. Is this a future document that will be released?

a. All these sections (2670, 2671, 2672) are included in the single Attachment 1 – SOW_Little_Robber_Water_Well_Drilling.pdf

12. 52.222-23 Subsection (B) goals for female and minority participation.

a. Being a smaller company meeting the 7.5% and 6.9% goals may be challenging. How stringent will the project owner be on enforcing this section?
