About this file

This document appears to be a set of questions and answers related to Solicitation 140L6224Q0033 for the BLM Wyoming Rawlins Field Office to conduct a Class III Cultural Resources Inventory of approximately 1,018 acres along Muddy Creek and Littlefield Creek.

The key details are:

  • The solicitation requires the contractor to deposit all federal artifacts, processed samples, collections, records, data, photographs, and other documents resulting from the work with the UWAR within 60 days of submitting the final reports.
  • However, the BLM Wyoming Archeological Collections Policy Memo No. WY-2023-015 indicates that cultural resource use permittees are no longer required to collect archaeological resources as part of their permits.
  • The period of performance is 8/5/24 - 12/31/24 and questions are due by 7/22/24.
  • The contract will be awarded under FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures.

Questions Addressed Solicitation: 140L6224Q0033 Muddy Creek Cultural Surveys Question 1:

On page 4 of the scope of work it notes:

“The contractor shall deposit all federal artifacts, processed samples and collections, as applicable, as well as all pertinent original records, data, photographs, and other documents, resulting from work conducted under this permit, with the UWAR, no later than 60 days after the date the final reports are submitted to the BLM - Rawlins Field Office”

Is the collection and curation of artifacts an expected task? If so does this override the permit changes enacted on September 13, 2023 in which it is stated “ Cultural resource use permittees working on BLM Wyoming lands are no longer required to collect any archaeological resources from BLM surface or from subsurface test as a part of their permits?”

· Per our archeologist that this is not an expected task.
