The only thing that will not be stand alone is the Duress system. Whether the Duress system is activated by the hard-wired button or the wireless buttons it will prompt a cellular call from the Bosch panel to the pre-programmed numbers in the Bosch panel.
10. Is the BLM looking for a FICAM -compliant solution or a FICAM-ready solution?
a. See answer for #9
i. Section 1.1 of the SOW states that the System upgrade will meet or exceed Federal Information Processing Standards (FIPS) 201 version 2 standards. During the site walk, it was mentioned that the system is to be installed as a stand-alone solution, with no connection to the internet or to the federal bridge. Without this connection, the system cannot be FIPS 201-2 compliant. Please confirm if it is the Government’s intention to have the system connected to the federal bridge to provide certificate validation or if the system will be installed as a stand-alone solution.
1.
11. Per the FIPS 201 PIV II Evaluation Program, it is a requirement for the PACS to be installed by a CSEIP to be FIPS/FICAM compliant.
a. Please confirm that a CSEIP will be a prerequisite to meet the requirements of this Solicitation.
i. Per the SOW the system must be FIPS 201 PIV II compliant, if part of that compliance is the requirement that it must be installed by a CSEIP certified vendor then it must be included in the Technical Proposal.
12. If this is the BLM’s intent, will the BLM consider adding the following requirement to the Solicitation:
a. Proposing company’s CSEIP Certifications must be included in Proposal.
13. For doors that have existing battery operated or mechanical locksets that call for new card readers added, are contractors to remove existing hardware and replace with new storeroom function locksets including any door wraps that may be needed to cover any holes left from removing the existing standalone locks?
0. Contractor shall remove all existing electric hardware and replace with new storeroom function locksets. If holes remain after new locks are installed, it is the Contractor’s responsibility to patch them. How the Contractor patches shall be a part of the design and will be approved by the Government at the time of design submittal.
14. Where there are doors that have new card readers and the existing lockset is either not lockable (passage set) or has classroom function and can be left unlocked, does the Government require that the contractor include the cost to provide new storeroom function locksets and any door wraps that may be necessary to fill the holes left by removal of existing lock?
a. Contractor shall provide new storeroom function locksets. If holes remain after new locks are installed, it is the Contractor’s responsibility to patch them. How the Contractor patches shall be a part of the design and will be approved by the Government at the time of design submittal.
15. Where there are existing cipher locks to be removed, what needs to be done to the door? For exterior doors with electric strikes, do contractors need key override integrated into panic hardware? What shall be done with panic hardware?

Lander Field Office
18. During Site Visit, it was discussed that the Owner of the Lander Field Office property made a statement that trenching across parking lots would require a full resurfacing of the lot and patching would not be allowed. Please confirm that any trenching would result in a total resurfacing of the lot.
a. As an alternative, would a boring machine with manholes be allowed?
i. Either way is acceptable.
19. The installation notes for the gate controls states that a control panel will be installed at the existing vehicle gate as a standalone access control system. If a solution can be provided that will allow the control panel at the gate be connected to the new PACS server, will the Government accept the revised approach?
a. The Contractor may submit revised approach during submittals. Must meet the intent of the contract, not be connected to the internet, and meet all Federal Regulations governing that specific item.
20. During the Site Visit, it was noted that there are two open unused 19-inch relay racks and no room for the specified rack enclosure at this location. Will the Government allow the PACS server, NVR, UPS, and switch to be installed in existing open unused rack space?
a. Contractor can use existing unused rack space.
21. During the Site Visit, it was noted that there is a door from the public area into the mail room that was not shown on the drawings. There was discussion about adding it to the scope. Please advise if this public door to the mail room is to be included as a part of the scope.
a. No do not add to the scope. It is not a public door
22. During the Site Visit, it was noted that the vehicle gate card reader had been relocated and an above ground splice had been made without junction box and minimal physical protection. It was explained the stanchion had been moved from its original location due to drivers hitting the stanchion. It was also noted that the bollards were not permanently attached and were providing no protection from the card reader pedestal from being hit. Does the Government require that new cabling with any required trenching or boring be provided for the new card reader and does the Government expect that the existing bollards will be securely fastened to the ground to prevent additional damage caused by drivers hitting the stanchion?
a. The Government would expect a professional job on the cabling and wiring. If this requires new cabling and boring or trenching than it is required. The Government does expect the stanchion not be damaged by vehicles after all is installed.
Worland Ware Yard
23. The drawing for the Worland Ware Yard calls for a new standalone access control system for the gate. Would the Government consider an alternative that would allow these card readers at the gate to be tied to the FICAM-ready card readers that are to be installed in the shop area by using wireless communications to a panel installed at the gate, alleviating any trenching requirements. This solution reduces the need to manage two systems (standalone and FICAM-ready) and allows for only one system to be managed – the FICAM-ready system.
a. Yes. Contractor can propose changes in their bid or at the prework meeting. All changes must meet the minimum standards of the contract and shall adhere to Federal regulations.
24. During the Site Visit, it was noted that the location shown on the drawings for the PACS server and NVR is in an office that, as currently situated, will not have room for the rack containing the server and NVR. Can contractors assume that break table and microwave where the rack shall be installed will be relocated to allow for installation of the new rack?
a. Government will relocate all items in the way of the rack location.
25. The cameras on the North end of the building are obstructed by overgrown trees. Will the Government mitigate the overgrowth to allow proper coverage of the new cameras?
a. Yes, the Government will do some tree trimming
Cody Dispatch Center
26. During the Site Visit, it was noted that there is limited room in the LAN room for contractors to install a new rack enclosure. Will the Government remove the existing table to allow for new contractor-furnished rack enclosure to be installed at the same location?
a. The Field Office will move some material off the table along with the table to make room for the new rack enclosure
27. Where existing card readers are mounted above 48-inches and are not ADA-compliant, will new card readers be installed in new locations at 48 inches and existing card readers be replaced with a cover plate to fill any existing holes?
a. Yes. All card readers shall be ADA-compliant at the end of the contract.
