PRESOLICITATION NOTICE

Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of veterinarian services support daily veterinary care of wild horses and burros (WH&B) at the Wheatland ORC and Mantle Ranch located in Wheatland Wyoming.

(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.

(ii) Solicitation Number 140L6221R0005 is being issued as a Request for Proposal (RFQ). This solicitation will utilize the policies contained in FAR Part 15, Proposal Analysis in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 effective February 16, 2021.

(iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 541940, Veterinary Services, with a size standard of $8.00MM.

(v) The items to be acquired through this combined synopsis/solicitation are veterinarian services for the Wheatland ORC and Mantle Ranch located in Wheatland Wyoming.

(vi) Performance location is detailed in the attached SOW.

(vii) FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Potential bidders shall read and comply with all the requirements.

(viii) This acquisition is being solicited using FAR Part 15, Proposal Analysis. The basis of award will be based upon the Evaluation Factors. The award will be made to the responsive, responsible bidder whose bid, conforming to this Request for Proposal that is the most advantageous to the Government, considering the Evaluation Factors price which are significantly more important than price. The price when evaluated will be the total of the base and all option periods. To be eligible for award, the bidder must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the bidder being ineligible for award.

(ix) Offerors/Bidders shall include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with their proposals. Bidders with an active System for Award Management (SAM) registration shall include an updated copy of their Representation and Certifications with their bid submission. If a bidder does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their bid submission.

(x) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition.

(xi) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. See FAR Clause 52.212-5 for additional information.

(xii) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

(xiii) Proposals are due no later than Tuesday, April 6, 2021 at 2:00 P.M. MST. Proposals shall be submitted in accordance with the instructions. Interested parties may submit questions relating to this solicitation via electronic mail to the Contracting Officer, Kelly Palmer at kpalmer@blm.gov and are due no later than Monday March 22, 2021, 10:00 a.m. MST. Proposals are due by April 6, 2021, 2:00 P.M. MST.
