Question 1: As stated above since I have not previously had a contract, do I find someone to fill out the Past Performance Survey/ Questioner? I have provided Veterinary Services for The Mantle Ranch for the past 12 years and was wondering since the work will be similar if they could fill out a Questioner on my behalf. Also, should I have another client fill one out? How many are recommended or none?
Answer 1: Yes, the Mantle Ranch can complete the past performance survey, as well as any other individual or ranch that you may have past performance with.
Question 2: The contract lists date for the first year of April 15th, 2021 thru April 14, 2020. Will this be considered my fiscal year or will it coincide with the BLM fiscal year that I assume ends in Sept?
Answer 2: The period of performance is April 15, 2021 – April 14, 2022. This has nothing to do with fiscal years. It is when work is to be performed.
Question 3: Do you have an estimate for number of Coggins and Health Certificates that will be performed? Are these costs to be included in my hourly bid for Basic Level Service hours? Also, in that Basic Level Service am I responsible for providing the dewormer and vaccines? If so, how many doses would you estimate will be needed?
Answer 3: The estimated number of Coggins and Health Certificates are on the updated bid sheet. These costs are not included in the basic hourly hour rate. Dewormer and vaccine is provided by the BLM.
Question 4: On the description of service sheet provided: In the column that says Option year 1-4 EST QTY is this per year or for yr 1 thru 4? Also, the number of hours for the technician assistant doubled. Is this correct? Do you expect 200 hours per year for each of the last 4 yrs of the contract? Why do you expect this number to double?
Answer 4: Contract is set up for base year prices and then 4 option years. As part of your proposal, you will need to determine if the prices will remain the same each year or are adjusted. Please see the update bid schedule, Technician hours fixed.
Question 5: Also, on the description of services sheet provided: I'm confused if prices in item no. 0001-0004 are in addition to the specific prices listed below in 0005 or are included? Or if the hours are for the other things not listed in 0005?
Answer 5: Line items A-L please provide all materials and supplies per animal for each procedure. The vet hours are not included in these line items.
Question 6: Item C and D: Does this price include everything from sedation, cleaning the wound, surgical repair, antibiotics, and pain meds? Or are the meds not included in this price?
Answer 6: Line items A-L please provide all materials and supplies per animal for each procedure. The vet hours are not included in these line items
Question 7: What is J of Item 0005? What kind of Laboratory Test fees? Is this for post mortem samples or for fecal...etc..?
Answer 7: Please list the necessary laboratory test that would be most common for horses or burros. Sometimes postmortem lab samples may be needed, provide that information under necropsy section.
Question 8: Do I just fill in an amount on the Description of Service sheet? Or do I expand on what I think is included in that price? I feel that not all services are equal but as I stated before I have never done this before.
Answer 8: Please provide your cost proposal for each procedure per animal.
Question 9: How or where does mileage work into this bid? Maybe I missed it but I don't remember seeing a place for a mileage bid? I'm I supposed to include it somewhere?
Answer 9: Space provide on updated bid schedule for both facilities to include the cost for mileage.
Question 10: To complete the solicitation I need to: 1: Sign and check boxes on the contract. 2: submit a plan for proving services as stated in section I, II, and III. 3: Resume for all veterinarians (contractor and backup). 4: Description of Services sheet with specific prices. Is this all that needs to be submitted for it to be complete?
Answer 10: In addition to the above, completed Solicitation/Contract Award Document Standard Form (SF) 1449, Box 17a, include DUNS number if available, and Amendment of Solicitation/Modification of Contract Standard Form (SF) 30. As well as what was entered in your question.
