1Q. On page 1/14 of the final SOW under Project Summary it states the total time estimated is for a "four-person crew". Does that mean that the proposal is specifying 1 ID team consisting of 4 members to complete the project, or can team member size and personnel be adjusted to fit task requirements?
1A. The team may be adjusted by member size and personnel to meet task requirements.
2Q. Regarding past performance, both the final SOW and solicitation indicate different past performance requirements. Can you please clarify on which is correct?
Past performance within the final SOW (pg 9/14) states "Contractor shall submit a list of clients for past and present similar projects covering the past ten (10) years but no more than 5 in total."
The solicitation (pg 7/53) states "Past performance shall provide adequate information describing the offeror’s previous experience in Environmental Consulting Services within the past three years from the issuance date of this RFQ. The offeror shall also list all contracts performed in the past two years from issue date of this RFQ that are of the same magnitude and complexity of this project. "
2A. Submit your past performance per page 7 of the solicitation clauses.
3Q. Will a list of questions and answers be provided on Sam? If so, when will it be posted?
3A. Yes. When available.
4Q. It appears that monitoring will occur starting in 2021. Is there a specific month that you are aiming for monitoring to occur?
4A. For Field work, the contractor would need to be ready to start as soon as the snow comes off. In a normal year, that would be late April, early May.
5Q. The period of performance in the solicitation is September 30, 2020 to September 29, 2021, however there is a deliverable date of September 30, 2020 and deliverables into 2023.
5A. Option clauses are incorporated into this solicitation and will be exercised each year until 2023, to ensure all work gets completed.
6Q. Do we need to have past clients fill out Appendix I- Evaluation Assessment and Procedures, or will BLM request these at a later date?
6A. Past Performance needs to be submitted prior to the Response Due date and time. However on page 7 of 53 of the solicitation it does state the following, “Lack of any past performance will not automatically disqualify and offeror, but is a factor that is considered in the Performance Price Trade-Off (PPT) technique described.
7Q. If we need to have our clients fill this out, do you have a clean version where there is only Appendix I in the document?
7A. BLM has no preference
8Q. Can the references email you Appendix I?
8A. Yes, they can be emailed to the Contracting Officer, prior to response due date and time.
9Q. Regarding Past Performance, should we follow the guidelines set forth in the PDF solicitation (page 7) or the SOW word document (page 9)?
9A. Please follow the guidance set forth on page 7 of the solicitation.
10Q. Page 7 of the solicitation where they ask for the past performance questionnaire to be completed and mailed.
10A. The past performance questionnaire can be emailed to the contracting officer. Email address can be found on the Standard Form (SF) 1449, page 1.
