The Government requires services to identify and evaluate cultural resources through a Class III inventory (pedestrian transects with 30 m spacing) of 6,120 acres of BLM administered lands in the Castle Rock Timber unit. Reconnaissance resurvey of an additional 973 acres in the Castle Rock Timber unit is also required. Inventory includes fully recording newly discovered archaeological sites (including photographs, GIS mapping, and site descriptions, National Register of Historic Places (NRHP) eligibility) and visiting previously recorded sites to update existing site records. Inventory includes documentation of traditional cultural properties (TCPs) or historic properties of religious and cultural significance to Indian tribes (HPRCSITs) present in the project area. Documentation of TCPs and HPRCSITs will require interviews with Burns Paiute Tribal members who have the specialized knowledge of the location and nature of these resources. The product from the inventory will be a report documenting field and research findings. To allow for the long-term curation and accessibility of cultural resource information, the BLM also requires that the project and cultural resource information be entered into the Oregon Cultural Resource Information System (OCRIS), if available. Otherwise, site and isolate forms will be completed in the Oregon SHPO archaeological sites database. The Burns Paiute Tribe is uniquely capable of identifying places, features, and sites on the Castle Rock landscape that are traditionally significant or sacred to tribe. The tribe does not disclose site-specific sensitive information (closely held by and within the tribe) with a third party consultant due to its high cultural significance. The tribe will share such information with a federal agency that can maintain confidentiality and protect the tribe-sensitive information as exempt from the Freedom of Information Act (FOIA) requests. The procedures in FAR subpart 13.5 will be used in accordance with 41 U.S.C. 1901.
