About this file

This is a Questions and Answers document for Solicitation 140L5726Q0033, issued by the Bureau of Land Management (BLM) for hay delivery to the WH&B Delta Facility. The procurement is a 100% Total Small Business Set-Aside utilizing simplified acquisition procedures under FAR Part 13, with quotes due October 7, 2026, at 1500 Mountain Time. The Nonmanufacturer Rule applies, requiring offerors to provide the name, location, and sourcing information for all producing farms as part of the evaluation process.

The solicitation requires delivery of 700 tons of hay total: 650 tons of 3×4×8 bales of 100% alfalfa hay and 50 tons of weed-free grass hay (no three-way grass species). Hay must be weed-free but does not require state certification; the Government will inspect for weeds upon delivery. No specific requirements exist for RFV, crude protein, or moisture levels. Offerors may source hay from multiple qualified growers provided all bales meet specifications. One offeror must quote and supply the full 700 tons, with no tonnage variance accepted below the stated quantities. The contractor is responsible for delivery, unloading, and stacking; a JCB Telehandler will be available for use, and hay will be stacked in the hay barn six bales high. Deliveries are available November 1-30, Monday-Thursday, 8:00 AM-5:00 PM, and must be coordinated with the Contracting Officer's Representative as the facility has no public access. Weight tickets are required for each load. Invoicing may be done per delivery if multiple deliveries occur. The contractor may arrange direct shipment from the producer's facility while maintaining ownership and responsibility for certified weight tickets and all delivery logistics.
