About this file
This is a Questions and Answers document for federal contract 140L5726Q0012, a diesel standby generator installation project at Tooele Air Center managed by the Bureau of Land Management (BLM).
The project requires installation of a 150 kW diesel standby generator with an Automatic Transfer Switch (ATS), both mounted on separate concrete pads with proper spill containment systems. The facility electrical service is rated at 600 amps, 208/120Y voltage. Key technical requirements include: fuel supply for 8 to 24 hours of runtime (integrated fuel tank preferred over separate containment), a battery tender and heater block, coordination and arc fault study, only an external indicator light (no remote controls), and grounding at the main electrical panel without connection to the adjacent Lightning Protection System. The concrete pad preparation requires UDOT road base fill material with 90% compaction testing prior to placement, though no concrete inspection is required for in-place pours. The generator location has underground utility lines from the service to control panel and between light poles; cable in the handhole box measures approximately 14 to 15 feet long with 350 LCML177mm22 conductors. The contractor is responsible for providing startup fuel and performing all testing. The BLM will extend the proposal submission deadline to allow bidders additional time to complete equipment selection and pricing following receipt of these clarifications. Electrical plans are provided on pages E101, E102, E103, and E380, with additional supporting PDF drawings and photographs attached.

140L5726Q0012 Diesel Standby Generator – Tooele Air Center Questions and Answers
1. What is the lead time with supply chain problems?
We will be flexible regarding availability.
2. What is the amperage for the building?
The panel is rated at 600 amps.
3. What is the voltage?
The voltage is 208/120Y.
4. What is the concrete pad size required for the generator?
The required pad size will be determined by the size of the generator. Additionally, the concrete pad must serve as the spill containment system for the generator.
5. Are there any underground utilities adjacent to the generator location?
There are underground lines running from the service to the control panel, as well as utility lines running from light pole to light pole on site.
6. Do we need to provide a structure to cover the generator?
No, the generator is to be operated outside without a cover.
7. Can you provide electronic copies of the electrical plans?
The electrical plans will be attached in PDF format.
8. Do we need a concrete pad for the ATS?
Yes, the ATS needs to be installed on its own pad with a Unistrut system.
9. Is the 60 kW diesel generator sufficient for the peak demand of the entire site?
No. After reviewing the one-line diagram, a 150 kW diesel generator will be required.
10. You only call out an 8-hour runtime for the diesel generator. Is that sufficient?
The minimum requirement is fuel to supply the generator for 8 to 24 hours. The fuel tank can be separate from the generator, but the preference is for it to be part of the generator unit. If the fuel tank is separate, it will require its own containment.
11. Do you have the shop drawings for the electrical system for the site?
The electrical plans are attached. Pages E101, E102, E103, and E380 provide details on generator placement and requirements.
12. Is a double wall sufficient around the fuel tank for spill containment, or do we need a full containment pad?
A double wall is sufficient for containing fuel; however, it does not contain oil leaks or spills. A full containment pad is required.
13. Do we need to provide a battery tender and a heater block for the diesel generator?
Yes, both a battery tender and a heater block are required.
14. Lead times for product parts are exceeding 45 weeks. Will the BLM extend the period of performance?
Please provide your timelines for all expected parts, and the BLM will adjust the period of performance accordingly.
15. Please provide PDF copies of the existing one-line drawings and as-builts showing the conduits, terminations, and other utilities in the area.
A PDF drawing will be attached.
16. Please confirm the existing wires in the handhole are landed on a breaker. What amperage is the breaker (assumed 600A)?
Yes, the wires are landed and the breaker is rated at 600 amps.
17. Is it verified that there is 20' of cable in the handhole?
The cables in the box are approximately 14 and 15 feet long.
18. Generator Sizing Margin:
We are requesting a 150 kW generator to meet the design magnitude and margin requirements.
19. Are there any future load expansions to account for?
No.
20. Will a coordination and arc fault study be required for this project?
Yes.
21. Will the government be providing fuel to fill the generator, or will the contractor need to provide fuel for startup and/or a full tank?
The contractor will be responsible for providing fuel to start up the generator and perform all tests.
22. Please confirm that no remote annunciator panel will be required for the generator (no controls or indicators inside the building).
Only an indicator light is required outside by the generator. No remote controls will be necessary inside the building.
23. Can you confirm that conduits and conductors in the handhole box are parallel feeds from the utility and to feed the load?
Yes.
24. Please confirm the size of the conductors in each conduit.
350 LCML177mm22.
25. Is there a branch panel board (120/208V) located on the H-frame MDP assembly?
The contractor will be able to pull service from a sub panel located adjacent to the site.
26. For the installation of the generator, will it be required to install one 120V circuit for the battery charger and another 208V 30A circuit for the block heater?
Where should these circuits be pulled from?
The contractor may pull these circuits from either the main panel or a sub panel adjacent to the site.
27. Please confirm that the generator should be sized based on the provided peak usage sheet or the size of the service. Service size appears to be 600A.
We are requesting a 150 kW diesel generator to meet the needs of the 600-amp panel.
28. Please provide a picture of the front of the electrical service.
See attachments.
29. The adjacent building appears to have a Lightning Protection System (LPS). Will the generator be required to tie into the LPS or have LPS terminals installed on the enclosure?
No, the generator will need to be grounded at the main electrical panel but not to the LPS. The customer will provide documentation confirming this is not included in the scope.
30. What is the existing subgrade where the equipment pads will go?
Native ground beneath decorative rock.
31. Will we need to assume import of fill material such as UDOT Spec Road Base for underneath the pad?
UDOT road base is acceptable.
32. Will compaction testing be required prior to concrete placement?
Yes, 90% compaction is required.
33. Will concrete testing/inspection be required if the pad is poured in place?
No.
34. Will the government consider extending the proposal deadline?
Yes.
35. By the time we receive answers to these questions, it may impact our generator/ATS selection and require additional time to bid.
The government will be extending the deadline for submission.
