Sego and UDAM Access and Data Cuts
The Bureau of Land Management, Utah State Office intends to award a sole-source purchase order to the Utah State Government Library Division Utah State Library, located at 250 N 1950 W, SALT LAKE
CITY, UT 84116, UEI NWM7Q5XYXVJ4.
The BLM requires a contractor to provide a specific comprehensive database for cultural and archaeological resource data in Utah, including developing a user-friendly database and Geographic Information System accessible by multiple users, with adequate security measures.
The contractor shall supply the necessary qualified personnel, materials, equipment, and facilities to provide BLM archaeologists access to the said databases and provide quarterly data cuts.
Due to their established inventory of all cultural resources within Utah, as well as records of previous cultural resource surveys and investigations, the proposed contractor has the unique capability to fulfill this requirement. Access to up-to-date versions of the Sego and UDAM databases, and quarterly data cuts are essential to BLM Utah’s ongoing compliance with Section 106 of the National Historic Preservation Act (54 U.S.C. 306108; hereafter referred to as “Section 106”). The Sego and UDAM computerized databases provide efficient management, analysis, and retrieval of cultural resources information. The Sego database consists of a geographical information system (GIS) of archaeological sites, survey boundaries, and associated attribute data with links to site forms housed in the UDAM database. Both the Sego system and the UDAM system are essential to conducting cultural resource investigations related to Section 106 compliance with any agency or entity within Utah. BLM, because of its ongoing land management activities within the State of Utah, requires information from the Sego and UDAM systems and generates information that is subsequently incorporated into these systems.
The estimated cost for this requirement is $45,000.00 for a base plus two option years.
This action is under the authority of FAR 13.106-1, for purchases not exceeding the simplified acquisition threshold. The anticipated award date is 9/15/2025. The NAICS code is for this procurement is 541720 - Research and Development in the Social Sciences and Humanities with a size standard of $28M. Please note that this is not a request for quotes. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their ability to provide the services listed above. Deadline for submittals is 7/24/2025 at 12:00 PM MT.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
