About this file
This document is a Justification and Approval for extending a simplified acquisition contract for janitorial services at the Bureau of Land Management's (BLM) Cedar City Field Office recreation sites in Iron County, Utah.
The current contract 140L5719P0016 was awarded to Patricia Hansen for a 12-month base period plus four 12-month option periods, expiring on April 30, 2024. The requested 6-month extension will allow time for a competitive follow-on acquisition without disrupting service. The estimated value of the extension is $16,637.50. The rationale is that Patricia Hansen has successfully performed the services and has the staffing, equipment, and familiarity to ensure continued uninterrupted service. A lapse in service would negatively impact the public experience at the recreation sites. The BLM plans to issue a small business competitive acquisition during the extension period, with solicitation planned for July 2024 and award by October 2024.

JUSTIFICATION AND APPROVAL
FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES
This document sets forth the justification and approval as required by 13.106-1(b)(1) & (2).
1. Contracting agency and activity.
The Department of the Interior, Bureau of Land Management (BLM), Utah State Office, 440 W 200 S, Suite 500, Salt Lake City, UT, 84101.
2. Nature and/or description of action being approved.
Contract 140L5719P0016 provides janitorial services for the Cedar City Field Office recreation sites in Iron County, UT. The contract was awarded to Patricia Hansen (2274 N Red Cedar Cir, Cedar City, UT 84721) for a 12-month base period plus four (4) 12-month option periods and expires on April 30, 2024. The requested contract action is for a six-month extension of the current contract to allow adequate time for a competitive follow-on acquisition without lapse of service. FAR clause 52.217-8 Option to Extend the Term of the Contract was included in the solicitation but was not priced and evaluated prior to award.
3. Description of supplies or services.
The requirement is for staffing, equipment, and supplies to clean and maintain the Cedar City Field Office recreation sites in Iron County, UT on a weekly and monthly schedule. Services included are cleaning of vault toilets, removing trash from trash cans, and cleaning trash around trailhead/recreation site areas. The recreation sites are required to be upkept in a manner to ensure an appropriate environment and enjoyable experience for public guests.
4. Estimated dollar value.
The estimated amount for the six-month extension is anticipated to be half the current option year, rounded to the nearest thousand: $16,637.50. This amount does not include any wage adjustments that could occur in order to comply with the Service Contract Labor Standards Act.
5. Statutory authority.

6. Rationale supporting use of the authority stated in paragraph 5.
Patricia Hansen has been performing the janitorial services successfully since the time of award.
Patricia Hansen has the staffing, equipment and supplies, familiarity of the recreation sites and requirements to ensure services continue without a lapse of coverage.
7. Other information.
A decision to not select a extend the contract for a six-month period would be disadvantageous to the Government. The time to award a new service contract is expected to take a few months based on the lead time to have a new COR convert the SOW to PWS with shorthanded staffing issues, to conduct a vendor day, solicitation, review of proposals, selection, start date, etc. In the occurrence of a lapse in coverage, the Cedar City Field Office recreation staff would not have the capacity to conduct the necessary services. The quality of experience for the public will be negatively impacted.
The efforts to identify additional sources including the market research conducted.
Market research was not conducted for this intended action. Adequate market research will be conducted for the follow-on requirement.
8. Future plans to permit competition.
The Cedar City Field Office plans to issue a small business competitive acquisition during the six-month extension. We plan to increase awareness through local promotion, will solicit by July 2024 and make a new award by October 2024.
