About this file
This is Amendment 0001 to Solicitation 140L4326Q0120, issued by the Bureau of Land Management (BLM) Roseburg District on September 15, 2026, with an effective date of September 15, 2026. The amendment is not extended and includes answers to contractor questions submitted on September 30, 2026, regarding the Tioga Bridge Rehabilitation project in Roseburg, Oregon.
The solicitation is for one firm fixed price construction contract with a performance period of October 22, 2026 to January 5, 2027. The bid schedule consists of two line items: CLIN 0001 for Mobilization (lump sum) and CLIN 0002 for Coating and Full Containment System (lump sum). Key contractual requirements include developing and submitting a Spill Prevention, Control, and Countermeasure (SPCC) Plan compliant with 40 CFR Part 112 for government approval prior to work initiation. Work operations are restricted to the period between October 22, 2026 and January 5, 2027 for full bridge closure, with limited site use permitted October 14-21, 2026 for staging and material storage. Additional constraints include no work one-half hour before sunrise or after sunset, no weekend work without written approval, snow removal at contractor expense, and compliance with Manual on Uniform Traffic Control Devices (MUTCD) for road closure devices. The current wage determination #OR20260001 dated July 30, 2026 applies, with potential updates provided by award if posted to sam.gov before contract award. The amendment also clarifies that the pricing schedule structure addresses prior contractor questions regarding the scope of resealing, containment, coating, and waste-control work incorporated into the two lump sum contract line items.
