About this file
This document is Amendment 0001 to Solicitation 140L4326Q0093, issued by the Bureau of Land Management (BLM) Oregon-St. Office Procurement Management Branch on August 5, 2026. The amendment extends the response due date for the KFFO Gerber Well Back-Up Generator solicitation and provides official responses to 14 questions submitted by potential offerors.
The required generator must be a 120/240-volt, single-phase unit capable of delivering up to 150 amps with a minimum 36 kW output. The fuel type is flexible—diesel, gasoline, or propane are all acceptable. The generator will be mounted on a DOT road-legal trailer with either a 2-inch or 2 5/16-inch hitch, electric trailer brakes, and appropriate weatherproofing including block heaters for diesel-powered units. The primary power requirement is to support a 20 hp 480-volt 3-phase well pump fed through a variable frequency drive (VFD) that converts the generator's single-phase 120/240-volt input to 480-volt 3-phase secondary power. The unit will be stored outdoors and in-service May through October, with indoor storage during winter months. Installation or connection to the automatic transfer switch is not included in the scope of work, and power cabling is not part of the bid package. Delivery is flexible but must occur no later than May 2027. Offerors must acknowledge receipt of this amendment by completing the required form sections or providing separate written communication referencing the solicitation and amendment numbers prior to the specified deadline.

Questions with responses received for Solicitation # 140L4326Q0093 KFFO Gerber Well Back- Up Generator
1. QUESTION: Is diesel the preferred fuel type?
RESPONSE: Diesel, Gasoline or Propane are all acceptable.
2. QUESTION: Is the required output 120/240V, single-phase?
RESPONSE: Yes
3. QUESTION: Does the 150-amp requirement represent the continuous connected load, or is it the rating of the automatic transfer switch (ATS)?
RESPONSE: The generator should be able to deliver up to 150-amps at 120/240-volt single phase.
4. QUESTION: Are there any significant motor-starting loads, such as a well pump? If so, could you please provide the motor horsepower and starting method?
RESPONSE: The main requirement for power is the 20hp 480-v 3-p well pump. The well pump is fed via a VFD that converts the 120/240-volt single phase input power to 480-V 3-P secondary power via the VFD for the well pump.
5. Is the trailer required to be DOT road-legal or will it primarily be used for onsite storage and movement?
RESPONSE: Needs to be DOT road-legal
6. Are there any specific requirements for weatherproofing, sound attenuation, cold-weather equipment, or battery charging?
RESPONSE: The unit will be stored outdoors and in-service May-October and stored indoors during winter months. Appropriate weather proofing such as block heaters for diesel powered units would be needed to handle weather conditions during the month in-service.
7. What is the required delivery date?
RESPONSE: Flexible but no later than May 2027
8. Is installation or connection to the automatic transfer switch (ATS) included in the scope of work?
RESPONSE: Installation is not included/required in the scope of work
9. What style of trailer hitch mount would they like? Ball, 2" or 2 5/16, or pintle?
RESPONSE: 2 or 2 5/16 hitch is acceptable.
10. Would they like trailer brakes, and if so electric or hydraulic?
RESPONSE: Electric trailer breaks.
11. Some models are backordered until late November. Is that acceptable or would they prefer a slightly larger/smaller model with a quicker turnaround time?
RESPONSE: Models that are quoted with a November backorder date are fine if it is delivered prior to May of 2027.
12. QUESTION: In looking at the general requirements, it does not show any power cabling as part of the bid package. Can you confirm that this is correct?
RESPONSE: Yes, that is correct.
13. QUESTION: Please verify Voltage is 120/240 SINGLE PHASE ONLY.
RESPONSE: The generator should be able to deliver up to 150-amps at 120/240-volt single phase.
14. The Statement of Work specifies a minimum 120/240-volt, 150-amp, 36 kW generator;
however, it does not indicate whether the required electrical service is single-phase or three-phase. Could you please confirm the required phase configuration so that we can obtain accurate pricing and propose the correct equipment?
RESPONSE: The generator should be able to deliver up to 150-amps at 120/240-volt single phase.
