About this file
This is a Questions and Answers document for solicitation 140L4326Q0039, issued by the Department of the Interior Bureau of Land Management Oregon-Washington on March 20, 2026, addressing inquiries regarding Seed Orchard Cone Bags.
The document clarifies five key specifications and requirements for the bag product. Contractors should use white mesh material for the bags and may reference the attached photos, which depict two acceptable bag styles. The bags shall feature an open top without a draw cord. While a 1" x 3" product tag sewn near the bottom of the bag is desired, it is not mandatory, and quoters are not expected to label the bags. Regarding material sourcing, contractors must comply with contract clause 52.225-1 (Buy American-Supplies) to determine whether imported fibers are permissible, indicating that domestic end product requirements apply to this procurement.
