Amendment 001 to Solicitation 140L4325Q0073 provides the following changes and information:

1. Attachment A: Updates specifications of the racks to include type of finish.

2. Attachment B: Provides Vendor Questions and Answers to clarify the requirements.

This amendment does not change the due date for quotations.

Attachment A: Updated Product Specifications

PRODUCT SPECIFICATIONS

The BLM’s Horning Seed Orchard is requesting stackable steel racks for the purpose of storing and drying bags of tree cones. The racks must fit the following specifications:

Stackable Rack dimensions:

• 60”Width x 60”Depth x 24”Height.

Stackable Rack Materials:

• Q235 steel or better.

• Powder-coat finish, all racks must be the same color.

Shelf Type:

• Shelves must be able to support at least 500 pounds each.

• Shelves must have metal mesh or grate that allows for airflow and for burlap bags to be able to lay flat without the bag sagging through any holes.

• Shelves must have removable support posts that provide 24 inches of clearance between shelves.

• Shelves must be stackable.

• Shelves must be able to be used and stacked via forklift.

See Attachment 1 for reference photos of racks currently in use. Please note that the racks in the photos are for visual reference purposes only. They do not display the exact requirements of this solicitation. Please use the above specifications, not the photos, for the current requirements.

Attachment B: Vendor Questions and Answers

1. The rack in attached picture isn't a 60x60 rack. Can you please confirm the size of the rack?

a. Please utilize the specifications on Amendment 001, Attachment A: Updated

Product Specifications. As clarified in Attachment A, and noted in the Solicitation

Attachment 1: "The following photos are of similar racks currently in use... These racks may not be the same specifications as what is required in this solicitation...

but they do show the function of the racks that are required.".

2. The racks shown in photos has a removable shelves that looks like they have 2 different clips on the posts to have it set at 2 different levels. Looks like the height is 48 and that shelve makes it 24" between the levels. Is this what they want?

a. Please utilize the specifications on Amendment 001, Attachment A: Updated

Product Specifications.

3. Could you please confirm that China import material would be acceptable or you need domestic manufacturing only?

a. Please refer to Solicitation Clauses, FAR 52.225-1 Buy American Supplies and

FAR 52.225-13 Restrictions on Certain Foreign Purchases.

4. Can we get a sample rack to provide a detailed quote?

a. Please utilize the specifications on Amendment 001, Attachment A: Updated

Product Specifications. You may reference Solicitation Attachment 1: Photos for reference photos, but please note that these photos do not reflect the exact requirements of this solicitation.

5. What is the timeline to purchase these?

a. Please see Box 20 of the SF 1449, which states the delivery and period of performance times. Section F, on page 5, also reviews delivery and performance times. All products must be delivered no later than January 31, 2026.

6. Would the total amount of 412 be purchased all at once or spread out over some period of time?

a. All products must be delivered by January 31, 2026. Delivery shall be coordinated with the COR, including flexible quantities, as long as all products are delivered by January 31, 2026.

7. Do I need to include freight in my price or would the customer be responsible for freight?

a. Please see L.2.3 on Page 49 of the Solicitation, Section L – Instructions, Conditions and Notices to Offerors or Respondents. Overhead pricing, including shipping, shall be included in the price.

8. Do the racks need to be painted or have some type of finish on them before they ship?

a. Racks shall be powder-coated and must all be the same color. See Amendment

001, Attachment A: Updated Product Specifications.
