About this file

This document is a Questions and Answers (Q&A) file for Solicitation No. 140L4325Q0034, a Hay Blanket Purchase Agreement (BPA) issued by the Bureau of Land Management (BLM) for Wild Horse Corrals. The Q&A addresses two key points regarding past performance and pricing requirements for potential vendors.

Regarding past performance, vendors are advised that both past performance and pricing will be evaluation factors. Vendors with no historical performance will be considered neutral, and past performance can be based on similar project scope, government knowledge, or other reasonable basis. For pricing, the BPA allows for pricing modifications based on market conditions, with the requirement that initial pricing must be determined fair and reasonable at the time of submission. The solicitation is for a multiple-award BPA for commercial hay items, conducted under FAR Subpart 13.303, specifically for the Department of the Interior's Bureau of Land Management in the Oregon-Washington region.

SOLICITATION NO. 140L4325Q0034

Hay Blanket Purchase Agreement BLM Wild Horse Corrals

Questions and Answers- 10 June 2025

1. There have never been performance evaluations. So, what do we provide? Is this a mandatory requirement?

Both Past Performance and Price are factors that will be used to evaluate quotes.

Failure to provide past performance information could impact whether award is made.

Provide information on projects of similar scope and magnitude. Respondents with no historical record of past performance will be considered neutral.

Past performance information may also be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis.

2. Pricing is provided when the solicitation for specific hay and tonage of hay is provided, it’s a commodity so price is constantly changing. So, we can’t provide a 5year price?

A Blanket Purchase Agreement is not a contract. The Blanket Purchase Agreement(s) pricing can be modified based on changes in market conditions. However, the Blanket Purchase Agreement pricing needs to be determined fair and reasonable when submitted, based on the current market conditions.
