Questions and Answers
1. The labor rates included in this project, which is wage determination 2015-5569 revision 22 does not include power equipment operators including chainsaws, mini excavators with brushing heads and general laborer using land clearing vegetation removal equipment. Please explain exactly what the health and welfare benefits are for this type of worker. Is there any hazardous pay differential involved (Demolition)?
Answer 1 – Historically we don’t provide the labor occupations as we are not the experts and feel like industry can determine that better than we can. The Wage Determination Explains and Department of Labor website explain the health and welfare benefits pretty well and how to calculate it. 2. In the statement of general work paragraph 1.4, it mentions gentle slopes of 12% however slopes up to 80% are present along the fence line. Is it known if there were some kind of road system built to install this fence where the ground is very steep?
Answer 2 - No, it is not known if a road system was built where the ground is steep. The perimeter of the fence is not rocked.
3. Statement of work paragraph 1.5, it appears you have given approximately 3 months to complete this project September 15 to December 13, which is approximately 65 working days, there is 39600 LF of fence to be cleared, 4 ft on each side which would mean you would have to clear 610 a day to complete the project. We do not believe this is sufficient time to complete the project, especially because this is the state of Oregon which can have very heavy rain if not snow in November and December.
Answer 3 - The reason why the dates were chosen is because Sept 15 is the end of a wildlife restriction, and I hoped the project would be done before the weather creates obstacles for the contractor and soils are saturated. I want to avoid soil erosion and disturbance.
4. Page 5 of the solicitation 5.0 Specific tasks, Can brush mulching equipment be used, they are usually 6ft in width. Bobcat with mulching head, mini excavator with mulching head to cut limbs and brush 4ft above 8ft fence. Specific task 5.3 states a government tractor mounted grapple will be used to pick up material after project completion which means there must be some sort of road access along the fence, if mulching equipment is used this would not be necessary.
Answer 4 - Brush mulching equipment may be used however soil conditions shall be dry enough to minimize compaction and tearing up the ground.
5. In areas observed a good portion of the fence is down or close to the ground and vegetation has interwoven itself throughout the woven wire, most of this type of fence is most likely going to have to be replaced or are we required to remove this vegetation that is woven through the fence.
Answer 5 - Yes, we are looking for the vegetation woven into the fence to be removed. Once the fence line is cleared we plan to put out another contract for fence line repairing.
