SITE VISIT QUESTIONS AND ANSWERS
Q1: Will payment be up front for materials?
A1: No. however, progress payments will be made as follows for mobilization (Section 001505-4.01- A) and demolition (section 001570, 4.03-B)
1. When 5% of the original contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original contract amount, whichever is the lesser will be paid.
2. When 10% of the original contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original contract amount, whichever is the lesser will be paid.
3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10% of the original contract amount will be paid.
4. The total sum of all payments shall not exceed the original contract amount bid for mobilization regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.
All other payable sections of the contract are lump sum and will become awarded payments when the contract is completed, inspected and accepted.
Q2: Why cut side down on posts?
A2: Research has found the better practice to place the cut side of the post in the protector before burial.
Q3: Is water available on site?
A3: Water is not available on site. As stated in the solicitation water and electricity is not available on site. (Section 001009, 3.02-A, B)
SUPPLEMENTAL - CONTRACTOR QUESTIONS AND ANSWERS
Q1: The bid documents ask for a certificate of compliance for the cedar pickets for UC3A, which is exterior above ground, coated with rapid water runoff. The specifications call for CWF-UV clear Penetrating Oil manufactured by Flood Co. Hudson, Ohio, or approved equivalent to be applied prior to installation with two coats. Due to the fact the cedar pickets aren't treated at the manufacturer and would be treated by the contractor, can you advise how to obtain this certification?
A1: A certificate will not be required.
Q2: Is a Buy American certificate required?
A2: Yes
Q3: For the removal of the existing fence, do the concrete footings from the existing fence posts need to be removed or can the posts be cut off at ground level?
A3: The concrete footer/collar and posts must be removed from EVERY hole. Most of the posts have all decayed and have become so loose from the rot they could be pushed and broken over with a single person’s force. Current post locations need to be purged of the old material to prepare for the new post and concrete footing/collars. It may NOT be possible to reuse all current post locations of the old fence, however a good majority of them can be reutilized in order to satisfy the contract requirements. We do not want to leave hazards for future development and repairs of the property, so we ask that all old fence material be removed from the location and disposed of as per contract specifications.
