About this file

This document contains questions and answers regarding Solicitation 140L4323Q0220 for NW Oregon OHV Trail Maintenance services. The solicitation is seeking a contractor to perform trail maintenance including grading, rock armoring, and erosion control on singletrack trails in the Upper Nestucca and Shotgun Creek OHV areas. Specifically, bidders can remove line item 0004 for soil moisture checks as it only relates to work conditions. Contractors may use their own equipment if suitable for OHV trails but the project budget assumes use of BLM equipment. Approximately 30% of Upper Nestucca and 50-60% of Shotgun Creek trails have received initial rock armoring, with 20% of previously armored areas requiring follow-up work annually. The authorized officer will work with the contractor to identify specific repeat problem locations for additional armoring work.

Questions regarding Solicitation 140L4323Q0220

1. Is ITEM 0004 necessary as a breakout cost or can it be removed and incorporated into other items 0001, 0002, 0003, and 0005?

o Base Item 0004 "Soil Moisture" seems to refer to the description of soil conditions per which a contractor can feasibly work on a project. There is no actionable product or process other than checking soil moisture by hand or conditions.

2. Yep, it can be removed. It's only applicable to the conditions for performing the work in 0001, 0002 & 0003.

3. Are contractors able to use specified pieces of equipment suitable to OHV use? For example, our firm owns multiple mini excavators with tilt-coupler attachments that work in conjunction with dozer or on their own for singletrack trails. How would you like us to bid or price this item?

o would it make sense to provide a weekly cost as a per unit item?

4. The contract/project was built around using BLM equipment. If the bidder chooses to use their own equipment, there is no research/calculation/budget to support it. An ST- 240 will be available for single track work.

5. Are there any known locations, linear foot, square foot or quantity estimations for repeat offender locations that consistently require additional rock armoring or grading?

Typical cycle for rock armoring has been to place rock to spec outlined in solicitation with a return the following year to lay more rock on approximately 20% of the previously worked trail after use shows places in need of further armoring. Armoring typically lasts 5-7 years after the "second pass". The majority of the two systems haven't received sufficient armoring, particularly Upper Nestucca. Upper Nestucca is approximately 30% armored while Shotgun is approximately 50-60% armored. This deliverable is difficult to quantify and would require a site visit to calculate numbers of turns and necessary grade reversals. The authorized officer will work with the contractor to determine reasonable "repeat offender" locations the second year.
