About this file

This document provides an amendment to a solicitation for seedling production services. The Bureau of Land Management, Oregon State Office is seeking firm fixed price contracts for the production of various conifer seedlings including Douglas fir, Ponderosa pine, and minor species. The amendment separates Douglas fir and Ponderosa pine line items, adds a column for vendor quantity availability, extends the response deadline to August 14, 2023, and provides a vendor question and answer document. Interested vendors should submit quotes addressing technical approach, past performance, and pricing by the new deadline to the identified contracting officers. The period of performance for any resulting awards is from September 2023 through May 2026.

Attachment 2 Vendor Questions and Answers

1. Can a contractor quote separate pricing for Douglas fir and Ponderosa pine for Items 0001 [Styro 15

(515A) Douglas-fir or Ponderosa pine], 0003 [Styro 10 (415D) Douglas-fir or Ponderosa pine] and 0009 [411B Douglas-fir or Ponderosa pine]?

a. The Schedule of Items has been changed to allow for separate pricing for Ponderosa Pine on Items 0001 [Styro 15 (515A) Douglas-fir or Ponderosa pine], 0003 [Styro 10 (415D) Douglas-fir or Ponderosa pine], and 0006 [Styro 8 or 8L (415A or 415C) Douglas-fir or Ponderosa pine].

2. Would the BLM consider substituting items such as Styro 15 for Styro 10, or 0011 for additional P+1 code E (item 0012), if that is what a vendor has capacity for?

a. The BLM has provided an estimated quantity for what we need for our planting. Award will be made to the responsible firm(s) whose quote is most advantageous to the Government, price and other factors considered. Vendors are advised to use the outline contained in Attachment 1, Technical Capability Questionnaire, to describe their technical approach to complete the work. For example, Contractors could provide suggestions for item substitutions, based on their capacity, within their Technical Approach.
