The purpose of this amendment is to answer vendor questions.
QUESTION ONE: The RFQ says: Contractor personnel shall be permanent full time employees of
Jackson County with full powers to arrest by Jackson County and comply with the minimum standards as required by the Oregon State Police Officers Standards and Training Council.
Is this a hard requirement? Could/would Jackson County deputize the Contractor employee, so they could provide the services? Or must the Contractor be an employee of Jackson
County?

ANSWER ONE: The requirement to have full arrest powers is a hard requirement.
The decision to Deputize an employee is at the sole discretion of the Sheriff. Currently the
Sheriff will not extend his Deputation to the
BLM. Minimum standards for the Oregon State
Police Officer Standards and training require a law enforcement officer attend the Oregon Police
Academy.
QUESTION TWO: The RFQ says: The Contractor will provide coverage, on national holidays and weekends, particularly during the summer (May thru September), to assure that adequate patrol in BLM administered campgrounds, recreation areas, and other administrative areas will be made.
Question: Does this imply that there is more than one Contractor personnel assigned/engaged?
Is there a need for a backup/relief Contractor?
Would potentially 2 Contractors be on shift?
ANSWER TWO: Only one Contractor personnel is assigned to the BLM contract. There will not be two Contractors on normal patrol/shift at the same time.
QUESTION THREE: The RFQ says: When requested by the BLM, the Contractor agrees to dispatch additional sworn deputies, within work force capabilities, to assist in special operations
(i.e. marijuana eradication, special events, executions of warrants, protests), or for other unforeseen or emergency events. How often does this occur? How many special events are planned per year? How many additional personnel are typically needed?
ANSWER THREE: This occurs on a fairly regular basis based on current criminal trends/patterns/cases. Number of personnel needed depends on the case (normally one to two additional officers is what is requested, but it can be significantly more depending on the case).
QUESTION FOUR: How big (in area) is the BLM public land that the Contractor is expected to patrol?
