Statement of Work

Ute Trail Tribal Consultation Workshop

Colorado River Valley Field Office

Bureau of Land Management

I. Purpose

The purpose of this project is to complete a tribal consultation workshop for the long-term management of the Ute Trail with the three Ute Tribes; the Ute Indian Tribe (Uintah and Ouray Reservation), the

Southern Ute Indian Tribe, and the Ute Mountain Ute Indian Tribe.

II. Statement of Work

A. Background:

The Ute Trail is a significant cultural resource that was a trail and travel corridor used prehistorically and historically by the Ute people. The Tribes have expressed their interest in Ute trails and "the importance of maintaining these heritage resources to keep them accessible and usable" (Ute Ethnohistory 2010). In 2015, through a partnership with the Dominquez

Anthropological Research Group (DARG), the BLM was able to survey along the Ute Trail and document potentially associated cultural resources. During subsequent face-to-face consultation with the Ute Indian Tribe, the Southern Ute Indian Tribe, and the Ute Mountain Ute

Tribe, they expressed the need for a workshop to discuss future management of this important resource. This project will be in partnership with the three Ute Tribes, the Colorado River Valley

Field Office (CRVFO), surrounding BLM offices and the White River National Forest. The Ute Trail is a vast resource that extends over hundreds of miles in northwestern Colorado; therefore, coordination with neighboring land management offices and agencies will be the most effective in the long-term management of this important resource.

B. General Description of Work:

The Contractor will facilitate one or more tribal consultation workshops, which will include discussions on intellectual rights protection, data sharing, future actions mitigation, and future data needs. The workshop(s) will consist of a multi-day meeting as well as a potential field day with attendees. In addition, this project will assist in updating an existing interpretive sign

(about 20 years old) with appropriate messages and materials based on feedback from tribal representatives. This sign is highly visible and visited by people driving along the I-70 corridor as well as people recreating in the area. These factors present a great opportunity to inform the public about the significance of cultural resources and helps educate about protection and conservation.

C. Deliverables:

1. Summary Report: The selected Contractor will complete a summary report of the results of the workshop. The report will detail specific interpretation and management recommendations of

Tribes for the Ute Trail, as well as general Ute trail interpretation and management recommendations made by the Tribe(s). The report will include recommendations and action items for BLM.

2. Interpretive Sign: The Contractor will develop text and produce images for the interpretive sign.

The Contractor will work on this draft in conjunction with the Tribe(s). The final version of text and images will be approved by the Tribe(s).

D. Location of Study Area: Glenwood Springs, CO and surrounding area
