BLM-CO - Forestry Services Blanket Purchase Agreement (BPA) - Amendment 1 - Question and

Answers

The purpose of this amendment is to answer the questions below. The solicitation time has not been extended.

Q1: In your schedule of items for item 1 your line item is Forest Inventory/Timber

Cruising. And you are requesting a price per acre. Normally this type of work is bid out on a per plot basis. To give you a reasonable bid per acre will likely require more information. It would be helpful to know the type and specifications for the inventories/cruises that are being contemplated and the sampling intensities ie; how many

140L4221R0002/0001 plots per acre will you require to complete the various inventories.

We can give you a price per acre by making some assumptions on our part. And given the fact that this is an unfunded BPA with no obligation on our part we are happy to do that. I understand that these prices are for evaluation purposes only and won't be used to actually create an award. Is this correct? I thought I should request some clarification

A1: Plot cruising intensity will average 1 plot per 7 acres. Slopes will generally be less than

40%. Estimate how many plots/acres you could complete in an hour and convert your hourly cruising rate to a rough cost per acre.

Q2: On the inventory line item, what intensity of plot are you looking for? Quick plots with estimation on dbh, height and other metrics or intensive with DBH to .1" and exact heights, or something in between?

A2: 1 plot per 7 ac. Most cruising will involve species, DBH, height, and defect, 4-8 trees per plot.

Q3: Are you looking for a 5 tree average on those plots per stand or what size plot would you like to see?

A3: 4-8 trees per plot. All cruising will be variable radius plots.

Q4: What are you looking for on travel costs?

A4: Distance (not mileage rates) you will be traveling from since that is the only variable in costs between vendors if we stick with GSA authorized rates. It's just so we can compare apples and apples on hourly rates for the work and distance for travel costs. Of course this makes a local vendor without high travel costs more competitive on price and more flexible on scheduling.

Q5: BPA Call Award process?

A5: If we have more than one BPA holder, we will

140L4221R0002/0001 issue an RFQ to all with a defined statement of work for the particular project. We will expect the quotes to come back based upon the BPA pricing schedule but realize there are other variables to be considered which may make these unrealistic. The award will be made to the low price, but also based upon availability and technical capability if there are any differences there. This will generally be a very quick and transparent process. If there is only one BPA holder, we will just coordinate the project, timing and confirm the price. No BPA calls will be issued without prior coordination nor will they be mandatory.

Q6: BPA Award Process

A6: The BPA will be awarded on a best value with trade-off basis. Since there is some vagueness in the SOW and pricing schedule, we are looking for that to be just a comparison and starting point for possible negotiations if required.

After proposals are turned in, we can (but may not) make a competitive range determination to negotiate with the most competitive offers.

Afterwards, vendors in the competitive range will be allowed to revise their proposals and make a best and final offer, prior to final selection.
