About this file

This document is a Justification for Other Than Full and Open Competition issued by the Bureau of Land Management (BLM) New Mexico State Office for a sole-source contract with San Juan County Sheriff's Office (SJCSO). The contract will provide law enforcement services for BLM public lands in San Juan County from October 1, 2025, through September 30, 2030, consisting of a base year and four option periods. SJCSO will enforce civil and criminal laws on BLM-administered public lands, waters, roads, and trails, with reimbursement based on actual patrol costs.

The justification emphasizes that SJCSO is the only law enforcement agency with authorized jurisdiction for these lands, possessing necessary training and meeting New Mexico State Police Officers Standards and Training Council requirements. The contract is valued at an undisclosed amount and is being awarded under simplified acquisition procedures. Key unique qualifications include SJCSO personnel's familiarity with archaeological and Native American protection laws, and their ability to perform law enforcement services specifically within San Juan County in accordance with state and local regulations.
