STATEMENT OF WORK

I. BACKGROUND

The Bureau of Land Management, Oklahoma Field Office, is in need of an aerial mesquite herbicide application on approximately 1,500 acres on the Cross Bar Management Area (Cross Bar). The Cross Bar is located 15 miles north of downtown Amarillo, 1.5 miles west of HWY 87/287, surrounded by private lands in all directions, and bounded on the north by the Canadian River.

II. SCOPE OF WORK

The purpose of this Statement of Work is for the contracting of a LandVisor guided aerial mesquite herbicide application. This aerial application is intended to target honey mesquite (Prosopis glandulosa). Mesquite herbicide applications are common in the Texas panhandle and has been effective on the Cross Bar for many years. In conjunction with the Corteva LandVisor mesquite physiological monitoring application, the contractor will be expected to aerially apply the LandVisor chemical mixture of the herbicides Sendero (clopyralid/aminopyralid) and Remedy (triclopyr) at a total rate of 4gal/acre.

The aerial application would occur on up to 1,500 acres. The applicator will be expected to utilize a combined BLM/LandVisor gis shapefile that is uploaded to their aircraft instrumentation for guidance during their flight application. The contractor would be expected to communicate with BLM ground crews during their application and log and record all herbicide mixtures while loading.

III. GOVERNMENT FURNISHED MATERIALS

The BLM will not provide any equipment for the project; however, a BLM representative will be onsite at the loading station (runway/airport) to witness all mixtures and loads that enter the aircraft. A BLM representative will also be on the ground at the Cross Bar during the application process to witness the application while in flight and to communicate with the pilots should the need arise.

IV. CONTRACTOR FURNISHED ITEMS/SERVICES

The contractor will provide the minimum requirements listed below when required by project:

- An appropriate and safe fixed wing aircraft that can apply the LandVisor mix application;

- Instrumentation to record in flight data and application flight patterns;

- Herbicides, water, and adjuvants required for the LandVisor mixture for a total mix of 4 gal/acre;

- Equipment required to transfer the mixture from the ground and into the aircraft;

- A suitable runway or access to an airport for takeoff and landing

- Be FAA compliant.

V. PERIOD OF PERFORMANCE

The Contractor must be able to conduct the application within the suggested LandVisor time period which could vary depending on mesquite physiological conditions.

Successful mesquite applications are dependent on multiple variables such as temperature, humidity, wind speeds, plant physiological conditions, moisture, and precipitation. The Contractor must be available to apply the herbicide within the recommended LandVisor timeline.

The window to spray mesquite is typically two weeks after the go ahead. As with all aerial applications, the period of performance could change due to the changes in the previously mentioned conditions. On average, aerial mesquite applications on the Cross Bar occur sometime between mid-May to late August. Therefore, the period of performance for this contract is May 1, 2024 - August 31, 2024.

VI. DELIVERABLES

The contractor shall provide all services that are required to meet the specifications of the aerial application listed above in sections II, III and IV.

VII. QUALITY ASSURANCE

The contractor will submit to the BLM an herbicide mixture report, gis flight pattern reports, and any required herbicide applicators and pilots’ licenses.
