About this file

This is a Questions and Answers (Q&A) document for Solicitation 140L3926Q0036 for PVC Pond Cleaning services. The document addresses 25 contractor inquiries regarding project specifications, site conditions, and operational requirements.

The pond is flat-bottomed with a depth of approximately 22 feet at the center and contains roughly 750,000 gallons of water requiring removal in Phase 1. The existing liner is a 45mm HDPE single liner installed in 2015, with an unknown status regarding damage; contractors must notify the Contracting Officer's Representative (COR) of any identified damage. No as-built drawings, bathymetric surveys, or sediment surveys are available. The project requires disposal of approximately 1,000 cubic yards of solids (volume after dewatering) in a shallow pit east of the pond berm and water discharge to two level pens south of the pond, both within 500 yards of the site. No permits, third-party inspections, or leak detection testing are required. No power is available on-site, but limited clean water is provided for final washdown and solids removal. Air bubblers and depth gauge sandbags within the pond must be avoided. Work hours are Monday through Friday, 6:30 a.m. to 4:00 p.m., with weekend work available as needed. Soil absorption is very poor; sprinklers and evaporation are the primary dewatering methods historically used. The pond was previously cleaned under GSA contract 140L3923F0044 in 2023. No engineer's estimate, barrow sites, fuel stations capable of accommodating tractor-trailers, approved security trailer locations, or detailed insurance requirements beyond the solicitation have been identified.

Q&A Solicitation 140L3926Q0036

PVC Pond Cleaning

1. Q: Can you provide as-built drawings of the pond scheduled for cleaning?

A: As-built drawings are not available for this project.

2. Q: Is a current bathymetric survey or any prior sediment survey of the pond available? If so, we request a copy be provided by amendment.

A: There is no current bathymetric survey or any prior sediment survey of the pond available

3. Q: How deep is the pond in the center?

A: The pond is flat bottomed and roughly 22 feet in the center.

4. Q: Are any water discharge or any other types of permits required?

A: There are no permits required that PVC is aware of.

5. Q: The Statement of Work (Section 1.1) states approximately 750,000 gallons of water to be removed in Phase 1. The specifications on page 5 of the solicitation and the SF 1449 reference approximately 1,000,000 gallons. Please confirm which figure is correct for pricing purposes.

A: Roughly the 750,000 gallons of water is to be removed.

6. Q: Do the solids need to be tested or have they been tested and approved for land application?

A: BLM is not aware of any solids testing or any that needs approval.

7. Q: Is there any current damage to the PVC liner?

A: It is currently unknown if there is damage to the PVC liner. Please notify the COR of the project for any identified damage.

8. Q: Does the PVC liner extend above the water's surface?

A: Yes, the PVC liner does extend above the water's surface.

9. Q: What is the current liner material, and will a 3rd party inspection be required?

A: The current liner material is 45mm HDPE single liner and no 3rd party inspection is required.

10. Q: When was the existing liner installed?

A: The current liner is estimated to be installed in 2015.

11. Q: Are there any utilities for the pond? Is power available for use on site? If so, is 110v, 220v or both available?

A: No power is available at the site, but clean water is available in limited amounts for final wash down and solids removal.

12. Q: Are there items in the pond to avoid, for example cooling circulation lines, electrical lines, or pumps within the pond itself?

A: Yes, air bubblers/ depth gauge sandbags are to be avoided in the pond.

13. Q: Are leak detection testing pre and post required?

A: No leak detection testing is required for this project.

14. Q: Are there any barrow sites on site that we have access to for road repairs if needed?

A: There are no barrow sites on the site.

15. Q: Based on satellite images of the property, it is unclear where the water would be disposed of. Where will debris and muck be disposed of on-site? Can you provide a satellite image marking the associated areas?

A: No images are available, but a roughly drawn map is attached at the end of the Q&A.

The debris will be disposed of in the following manner: for water 2 level pens to the south of the pond and solids is a shallow pit East of the pond berm.

16. Q: The approximately 1,000 cubic yards of solids to be removed, is that quantity the in-situ volume in the pond, or the estimated volume after dewatering?

A: It is the estimated volume after dewatering.

17. Q: Will the Government allow the use of geotextile dewatering tubes as part of the dewatering method, given that all water and solids are to be dispersed or dumped on site as directed by the COR?

A: The method is up to the contractor; however, soil absorption is very poor and sprinklers and evaporation is the primary way it has been completed .

18. Q: Approximately how far is the designated relocation area from the pond? If no relocation area has been finalized, after determined will means and methods of location have the potential to change.

A: The relocation area is within 500 yards of both the water site and the solids disposal area.

19. Q: I intend to utilize a vacuum truck with a rear gate, allowing immediate evacuation of water and sludge rather than spreading material over long distances. If there is an expectation that material be spread or relocated differently, please clarify the desired method.

A: Water and sludge have separate disposal areas, poor soil absorption effect’s methods chosen.

20. Q: Is there a nearby fuel station capable of accommodating tractor-trailers?

A: It is unknown if there is a nearby fuel station capable of accommodating tractor-trailers.

21. Q: Is there an approved location on-site for a 24-hour security trailer during the project?

A: There is no approved location for a 24-hour security trailer.

22. Q: Are there any detailed insurance requirements beyond the solicitation?

A: It is unknown if there are any detailed insurance requirements.

23. Q: Is there an engineer's estimate available for this project?

A: No engineer’s estimate is available.

24. Q: Are there certain work hours you can work onsite and is this M-F only or weekends included.

A: The work hours are Monday through Friday, 6:30 to 4 :00, and weekends depending on access needed to the facility.

25. Q: Has this pond been cleaned previously? If so, is public information available such as who was the contractor and what was the winning bid amount? Is there any incumbent/recompete or is this a brand-new project?

A: This contract was last awarded in 2023 through GSA. The contract number is 140L3923F0044.
