About this file

This document is a Questions and Answers file for Solicitation Number 140L3925Q0030, a Fire Prevention Campaign issued by the Department of the Interior Bureau of Land Management Nevada Region. The solicitation seeks a vendor to execute a fire prevention marketing campaign targeting a rodeo event in Eastern Nevada in a town with a population over 20,000. Key clarifications from the Q&A include: the agency will not disclose a specific budget, vendors should price the effort to fulfill current SOW specifications, and agency costs must be included in the total media budget.

The Q&A document provides critical pricing and scope details, confirming that: media impressions will be evaluated on total cost, labor costs should be integrated into media delivery pricing, the government will provide banners directly to the venue, and creative, production, and media costs should be combined. Vendors are instructed to price with current specifications, with flexibility for media cost fluctuations, and the campaign has no prior exact precedent, with requirements changing annually. The solicitation emphasizes comprehensive pricing that covers all project completion costs.

Solicitation Number 140L3925Q0030 Fire Prevention Campaign Questions & Answers

Q1) Is there any specific rodeo event the agency is looking to be a part of? I’ve seen several rodeo events available in both Eastern Nevada and Clark County, Nevada, and wanted to confirm if there’s a particular one tied to the scope of work.

A1) Per the SOW, the Sporting Event needs to be a Rodeo in Eastern Nevada. Town with Population of 20k+. Events in Clark County, would not meet this requirement. We have worked with events like the Silver Stampede in the past.

Q2) Has this campaign been previously executed, using the exact specifications identified in the SOW?

A2) No, every year has different requirements.

Q3) Is there a budget that aligns with the specifications from the SOW?

A3) Budget will not be provided.

Q4) Are we able to propose more efficient strategic recommendations to achieve the objectives outlined in the SOW or should we only price the effort required to fulfill the current specifications in the SOW?

A4) Price the effort required to fulfill the current specifications in the SOW.

Q5) In your solicitation you note, "Price should include ALL costs associated with the completion of the project." Am I understanding this correctly to mean that you also want a recommendation for the media budget as well as agency costs (time or retainer)? Or do you have a separate media budget already?

A5) Yes, agency costs should be included in media budget.

Q6) Can the government please confirm that a separate pricing schedule should be completed using the provided attachment, rather than providing the proposed quote in the SF 1449? Can the government please clarify how to calculate cost per acre? Alternatively, can the government please update the language if cost per acre is not a requirement for this bid?

A6) Disregard these misprints on page 22

Q7) Traditionally, media impressions are priced as the cost per 1,000 impressions, rather than the cost per each impression. Will the government allow for updates to the bid schedule to accommodate this approach to pricing?

A7) We will be comparing the total cost for the requested number of impressions.

Q8) The solicitation states that the "Price should include ALL costs associated with the completion of the project." but the descriptions and unit pricing in the Bid Schedule appear to be for media delivery only - there is no labor line item or line item for the reporting task. Can the government confirm that you would like our labor costs baked into the media delivery pricing? Alternatively, can the goverment provide an updated bid schedule that includes an item description for reporting/media management?

A8) Yes, labor costs should be included in the media delivery pricing.

Q9) Will the government send Government Furnished Property/Equipment items (i.e. banners) directly to the venue or should bidders plan for shipping costs?

A9) The Government will deliver banners directly to venue.

Q10) In the bid schedule - do you expect to see a combination of creative+production+media costs for each? Media costs may fluctuate between now and launch time. Would you prefer the vendor to bid them with some padding for fluctuation? Or plan on the final numbers coming at time of launch?

A10) Agency costs should be included in total media costs. Price the effort required to fulfill the current specifications in the SOW.
