Questions and Answers
140L3924Q0116: SIERRA FRONT CONE COLLECTION
Q: 1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
A: This is a new requirement
Q: 2. Have you done any estimating of the yield per bushel for Jeffery Pine I the target areas?
A: An average bushel per tree(s) estimate has not been conducted at this time. Cone crop is rated at above average for the year and species.
Q: 3. If awarded is there an opportunity to collect addition cone/seeds for our own use? NVENV is starting a commercial Eastern Sierra focused nursery (with the assistance of CalForest Nursery for certifications) and we are seeking seed.
A: The intent of this solicitation is to collect seed for the Government's restoration needs. Inquires for seed collection for private use should be directed to the local office - Carson City Bureau of Land Management.
Q: 4. Is there an average bushel/tree estimate or would you describe the crop as sparse, average, or heavy?
A. An assessment of the average number of bushels per tree has not been conducted at this time. The cone crop is described as above average for the species and the area.
Q: 5. Do you expect to be able to collect the full 150 bushel contract amount based on the crop in the area?
A. Yes, between 2-3 separate areas, it is Governments opinion that the collection of the full 150 bushels is possible.
Q: 6. What is the average tree size for the collection area?
A. Tree size for collection varies from 50 to 150+ feet in height. The awardee will be given discretion as to the specific trees to be climbed.
Q: 7. How many cone lots are identified for collection?
A. 2 - 3 cone lots are anticipated. These areas are actively be monitored, and these areas/ locations will be provided at the time of award. Please see the solicitation map for reference of the general areas which are being considered for collection.
Q:8. Are there specific sites identified within the map region that have been surveyed for crop?
A. The government is actively monitoring the general areas for collection and would remain involved in assessing cone crop and identifying the specific locations that would best facilitate collection efforts. The Government would then issue a notice to proceed when the cone crop has ripened for collection.
Q: 9. Is there an estimate of how many trees are targeted to reach the 150 bushel contract quantity?
A. The number of trees to be climbed to reach the target of 150 bushels is unknown at the time, as an assessment of bushels per tree has not been conducted.
Q: 10. Is it correct that within these cone lots the contractor will be responsible for surveying and identifying trees for collection that meet the criteria?

The Government would then issue a notice to proceed when the cone crop has ripened for collection.
Q: 11. Where are the possible cone delivery points? I see the SOW specifies exact locations will be provided ~2 weeks prior to collection, however understanding the rough transport distances will help with accuracy in the bidding process.
A. Delivery location for collected cones would likely be the Carson City Bureau of Land Management office located at 5665 Morgan Mill Road, Carson City, Nevada, 89701.
Q:12. . Standard collection process for Jeffery pine is to climb and pick the cones to the ground and then collect, clean, measure prior to bagging and tagging them for transport. Bags of cones would not be dropped (as specified) - does this meet the requirements?
