Statement of Work Gold Butte National Monument Portable Toilet Rental
I. BACKGROUND:
Gold Butte National Monument (GBNM) was designated as a National Monument to protect its scientific, cultural, and natural resource objects and values. GBNM receives most of its visitor use at or nearby the Whitney Pocket area. Whitney Pocket has become a popular area for dispersed camping and as an off-highway vehicle staging area. Based upon the increased visitation, disposal of human waste has become an issue. It has been determined, in order to protect the cultural and natural resources for which the Monument was set aside, temporary restroom facilities are necessary, until a more permanent solution can be established.
II. OBJECTIVE:
Provide portable toilets for the Whitney Pocket area within GBNM until a permanent solution can be established.
III. STATEMENT OF WORK:
The Bureau of Land Management (BLM), Southern Nevada District Office, will need to rent two (2) standard portable toilets. The standard portable toilet should consist of a single toilet and urinal with toilet paper and dispenser. A single standard portable toilet will need to be placed in two separate locations within the Whitney Pocket area in GBNM. The BLM will meet onsite with the portable toilet supplier to provide the exact location. These will be the locations used for the duration of the contract unless the BLM identifies a need to move the portable toilet(s) to resolve resource or user conflicts or when a permanent toilet is installed. If a portable toilet is to be moved it will be the new location for future service and/or replacement for the remaining duration of the contract. If BLM requests a portable toilet moved, the contractor and BLM will agree on a date and time to determine the new location of the portable toilet. The portable toilets would be needed daily, year-round, starting October 1, 2024 – Sept. 30th, 2025.
The portable toilets will need to be serviced weekly. In February, March, and April, two additional portable toilets will need to be delivered and set up. Service will need to include restocking toilet paper, wastewater removal, and cleaning. The contractor will be responsible for securing the portable toilets to the ground. The portable toilet supplier will need to replace any portable toilets that have been vandalized or blown over within 24 hours of being reported by the BLM.
Whitney Pocket is located along the Gold Butte Backcountry Byway and is approximately 21.07 miles from the intersection of State Route 170 and the Gold Butte Backcountry Byway.
This is a new option year contract, base year, plus (4) option years.
Deliverables: Two (2) standard portable toilets. For February, March, and April only, two (2) additional standard portable toilets will need to be delivered and set up.
Timeline: The portable toilets are needed October 1, 2024 – Sept. 30th, 2025.
