1.0 PROJECT INTRODUCTION

Project Name: Calico Basin Concrete Septic Tank Removal

Address:

BLM-SNDO

4701 North Torrey Pines Drive

Las Vegas NV 89130

1.1 Location of Facilities

Calico Basin is one of the most popular locations at Red Rock Canyon National Conservation Area. The area hosts a variety of recreational activities. They include rock climbing, hiking, trail running, sightseeing, and photography. Access to the recreation area and nearby private residences is via Calico

Basin Road from the Red Rock Scenic Loop (State Highway 159).

Visitation at Red Rock Canyon National Conservation Area has increased rapidly, largely because of the expanding urban population in the Las Vegas metropolitan area. n 2019, approximately 700,000 people

Removal of Concrete Septic Tank in Calico Basin visited Calico Basin, which was a 340 percent increase compared with 2003. BLM expects visitation to continue increasing as the surrounding urban population and demand for outdoor recreation grows.

The Kraft Mountain Parking Lot is an extremely popular destination. The lot often fills to capacity during the peak season. The road is a long, narrow stretch of gravel, with lines of parking on either side of the stretch. The width of the driving stretch between the lines of parked vehicles is approximately 18 feet.

Ideally, this project would take place on a weekday which would yield less traffic, parked vehicles, and congestion. Additionally, one side of the parking lot may need to be temporarily closed if the crane and/or other equipment exceeds a width of 18 feet.

1.2 Short Description of Required Services

Located in Calico Basin near the Kraft Mountain Parking Lot is a large, concrete septic tank that is not in use. The rectangular tank has two large openings on top. The openings pose a safety risk for visitors because they are large enough to fall into. A contractor will need to drive a truck with crane on the admin road through the Kraft Mountain Parking lot, demolish if necessary, and hoist the concrete structure out.

The tank is approximately 2000 gallons in size and weighs approximately 16,000 pounds (exact dimensions below). After removal, the tank will be transported off-site to a legal dumpsite for disposal.

The tank has never been used and does not require pumping prior to removal.

2.0 CONTRACT REQUIREMENTS

2.1 Scope of Work and Summary/Requirements of Services to Be Performed

Have the defunct septic tank demolished and removed from the high visitor use area, Calico basin. The contractor will be responsible for providing the equipment and labor to demolish the abandoned tank.

Additionally, they will be responsible for removing the tank and its debris off-site to a legal dump station. Due to the 2000-gallon size, the contractors may be required to drive slightly off the road and hoist the tank with a crane. This may be challenging given the nature of the road.

2.2 Required Deliverables

• Quick service (within 1-3 business days) for the structure to be demolished, removed, and transported to a dump station.

• Minimal impacts to vegetation, habitat, and/or other resources in the vicinity.

• Complete the project on a weekday when the parking lot is less congested.

3.0 PERFORMANCE REQUIREMENTS

3.1 Protection

Protect any areas adjacent to the project site from debris. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area. Provide temporary barricades as required to protect personnel and the public from injury. Minimize impacts to vegetation, habitat, and/or other resources in the vicinity.

3.2 Period of Performance

The operation should take no longer than one day. If the operation requires demolishing the structure before removal, it could take an additional day or two. This project should be completed on a weekday.
