1.0 Project Introduction

1.1 Location of Facilities
The Red Rock Canyon National Conservation Area Visitor’s Center is located just west of Las Vegas, NV. It is situated off State Route 159 (SR-159) approximately 5.25 miles west of the Bruce Woodbury Beltway. The Red Rock Canyon NCA Campground is located on Moenkopi Road, west of Las Vegas. Moenkopi Road intersects SR-159 approximately 3.3 miles west of the Bruce Woodbury Beltway. The campground is situated approximately 1.25 miles south of the SR-159/Moenkopi Road intersection. Section 4.0 of this Statement of Work shows maps to each site.
The facilities covered under this Statement of Work are located at the Red Rock Canyon NCA Visitor’s Center and Campground. Unless indicated otherwise in the listings below, Section 5.0 of this Statement of Work provides the physical layout and floorplans of these facilities.

1.2 Short Description of Required Services
The Red Rock Canyon National Conservation Area (RRCNCA) is one of the largest and most popular visitor destinations within the Bureau of Land Management. Red Rock is known for its 4 million visitors a year, is recognized for its 13-mile scenic drive, and hiking trails. It is also recognized nationally as a top 5 climbing destination. The main destination for most visitors is the Red Rock Visitor’s Center, which includes several buildings that are open to the public year-round, as well as the Red Rock Campground.
Due to ever-growing popularity and visitation across both the RRCNCA, the BLM places a high priority on preserving the health and safety of all employees, partners, and the visiting public and therefore requires ongoing monitoring and control of pests throughout these areas. The Occupational Safety and Health Administration (OSHA) is one of the governing authorities driving the need for a pest control program. Specifically, the Code of Federal Regulations, 29 CFR 1910 Subpart J, Section 1910.141(a)(5), requires effective vermin control around every enclosed workplace. Also, the Department of the Interior (DOI) Departmental Manual 517 DM 1, Chapter 1 establishes the requirement for an integrated pest management policy for all DOI properties.
This contract is to obtain the services of a pest control contractor licensed and permitted in the State of Nevada for the control and removal of animals typically deemed a public health and safety hazard in and around public facilities (“pests”). These include, but are not limited to, insects, rodents, spiders, snakes, and scorpions. Pest control shall be performed in accordance with the Nevada Administrative Code (NAC) Chapter 555 - CONTROL OF INSECTS, PESTS, AND NOXIOUS WEEDS. As a minimum, the Contractor shall comply with NAC 555.250 - NAC 555.530 in the application of pesticides. Also, the Contractor shall employ certified applicators in accordance with NAC 555.600 - NAC 555.700.

2.1.1 Survey of Large Facilities
2.1.1.1 The Contractor shall perform an initial survey and evaluation of the following facilities, prior to start of pest control services: Red Rock Canyon NCA Visitor’s Center Building, Red Rock Canyon NCA Fee Station.
2.1.1.1.1 The survey shall identify points of vulnerability that could allow for rodent entry into the building. These points of vulnerability shall be identified throughout the building exterior to include the roof, walls, and foundation.
2.1.1.1.2 Upon completion of the building surveys, the Contractor shall summarize their findings in a written report to be provided to the COR. This report shall clearly and methodically identify all known points of vulnerability for each building. For each point of vulnerability, the Contractor shall provide a written recommendation on how to eliminate, or to the maximum extent practicable, how to mitigate the vulnerability.
2.1.2 Develop Pest Control Plan for BLM Approval
2.1.2.1 The contractor shall develop a plan for the trapping, extermination, and removal of pests indoors and outdoors including roof. The plan shall include the following:
2.1.2.1.1 A proposed list of traps, chemicals (lethal indoor and deterring outside), bait stations and other industry standards to be employed both inside and outside all facilities. The plan shall also identify the type of pest for which each of these items will be employed. These shall be subject to the Special Terms and Conditions listed in Section 2.1.5 of this Statement of Work.
2.1.2.1.2 A proposed schedule for trap installation, pesticide application, inspections, removal, cleanup, and other related work.
2.1.2.2 Prior to the implementation of any pest control methods, the Contractor shall submit this plan for approval to the BLM COR. The BLM will review and provide written approval or disapproval of the Contractor’s proposed plan within five (5) working days of submission.
2.1.2.3 If the BLM disapproves of the proposed pest control plan submitted by the Contractor, the BLM will include written feedback. The Contractor shall revise and resubmit their pest control plan for approval to the BLM COR within two (2) working days after receiving the BLM’s written feedback. The BLM will review and provide written approval of the Contractor’s revised plan within two (2) working days of resubmission.
2.1.2.4 BLM’s written approval shall be construed as authorization for the contractor to proceed with the proposed pest control methods. The Contractor shall begin work within two (2) working days after receiving BLM’s written approval of their plan.
2.1.3 Pest Control Execution
2.1.3.1 The Contractor shall implement pest control services in accordance with the approved plan.
2.1.3.2 The Contractor shall coordinate with the BLM at the time of each visit.
2.1.3.3 In addition to the relevant sections in NAC 555, all work under this contract shall be performed in a manner which limits the exposure of third parties, such as members of the public as well as federal employees, to accidental exposure to pesticides.
2.1.3.4 The Contractor shall clean and sanitize, as required, areas where dead pests are removed. The Contractor shall also clean and sanitize feces and urine from pests in and around the covered facilities.
2.1.3.5 The contractor shall coordinate with the COR at least five (5) days in advance of the use of fumigants. The contractor shall request in writing, and the COR shall provide written approval, for date and time of fumigation when required. Site employees shall ensure all kitchen equipment and utensils, or other items that must be protected from exposure to pesticides, are securely protected or removed prior to fumigation or spray.
2.1.3.6 The contractor shall post warning signs and barriers where necessary at locations where pesticides are applied to ensure site employees or members of the general public are made aware of their use. The contractor shall remove warning signs and barriers in a timely manner when no longer necessary.
2.1.4 Adjustments to the Pest Control Regimen
2.1.4.1 If the BLM and the Contractor both agree that adjustments to the pest control regimen are required to improve its effectiveness, both parties will discuss the requirements.
2.1.4.2 The Contractor shall take no action to deviate from the latest approved plan until the BLM Contracting Officer notifies them to implement any changes.
2.1.5 Special Terms and Conditions for the Application of Pest Control
2.1.5.1 The use of bait traps containing poisonous materials is prohibited outside any publicly accessible area within the RRCNCA. However, bait traps containing poisonous materials may be used indoors. These include the Red Rock Canyon Visitor’s Center Building, the Red Rock Canyon Visitor’s Center Admin Building, the Red Rock Fee Station, and the Red Rock Campground.
2.1.5.2 Notable Exceptions to the Use of Bait Traps: The BLM may allow the use of outdoor bait traps in limited areas. Any notable exceptions to Paragraph 2.1.5.1 will be provided in writing by the BLM to the Contractor.
2.1.5.3 Insecticides: BLM approved insecticides are listed below. Any insecticides not listed require written approval from the BLM. BLM approved insecticides include the following:
2.2 Required Deliverables
2.2.1 Submit to the Contracting Officer, along with the contract proposal/bid: The contractor’s pest control certifications, granted from the State of Nevada.
2.2.2 Submit to the COR within ten (10) days of notice to proceed: Written report summarizing the initial building surveys in accordance with Paragraph 2.1.1 of this Statement of Work.
2.2.3 Submit to the COR within fifteen (15) days of notice to proceed: Pest control plan for BLM review and approval. The plan shall include Safety Data Sheets for all chemicals and pesticides.
2.3 Working Hour Restrictions
All work shall be limited to the hours of 7:00 am to 5:00 pm unless otherwise approved by the COR. Coordination for site access needs to be scheduled with Bureau of Land Management COR in advance. No work shall occur on federal holidays or weekends without prior approval.
2.4 Smoking
Smoking within buildings or temporary storage sheds is prohibited and smoking areas are in open areas and will be away from entrances at least fifty feet away.

| 3.1 | Protection |
Protect any areas adjacent to the project site from any debris. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area. Provide temporary barricades as required to protect personnel and public from injury.
3.2 Period of Performance
The duration of this contract will be a minimum of one year (Base Year). Up to four additional years may be awarded (Option Years) at the BLM’s discretion. If the BLM chooses to exercise any additional Option Years for this contract, the facility survey described in Section 2.1.1 will not be required in subsequent years. The expected Period of Performance for the Base Year and each of four potential Option Years is listed in the following table.

3.1 3.2
3.2.1 Base Year Scope. For the Base Year, pest control services shall be applied to all facilities listed in Section 1.1 of this Statement of Work except for the Red Rock Canyon Visitor’s Center Administrative Building (as described in paragraph 1.1.3).
3.2.2 Option Year 1 Scope. For Option Year 1, pest control services shall be applied to all facilities listed in Section 1.1 of this Statement of Work except for the Red Rock Canyon Visitor’s Center Administrative Building (as described in paragraph 1.1.3).
3.2.3 Option Years 2-4 Scope. For the remaining Option Years under this Statement of Work, pest control services shall be applied to all facilities listed in Section 1.1 of this Statement of Work except for the Red Rock Canyon NCA temporary office trailers (as described in paragraph 1.1.4). At this time, pest control services will shift to the Administrative Building.
3.2.4 Transitional Period from Temporary Office Trailers to the Administrative Building. At some point during any of the Option Years, the BLM will transfer operations out of the trailers back to the Administrative Building. The Contractor and BLM will coordinate this transitional period, which includes the closure, deactivation, and removal of the trailers. At that time, the Contractor shall cease pest control services at the trailer and implement pest control services at the Administrative Building. The BLM will coordinate any cost changes to the Contract as a result of this transition with the Contractor.
