Solicitation Number 140L3922Q0121 Fire Prevention Advertising Campaign Questions & Answers
Q1) Are there preferences for you to work with organizations that have a physical presence in Nevada?
A1) There is not a preference to work with an organization in Nevada. We would like an organization that shows a strong understanding of outdoor audiences in Nevada, is available on pacific time, and can attend in person meetings for successful collaboration.
Q2) Is there an incumbent for this work? If so, have they been invited to participate in this solicitation? And can we see a copy of their previous winning proposal?
A2) There is not an incumbent for this specific work, this is a new requirement.
Q3) Is this campaign supposed to be multilingual? Are PSA materials only being developed in English or in multiple languages/cultural adaptations? if yes, how many do we need to consider?
A3) Just English at this time.
Q4) Section 5 mentions that BLM will provide the PSA materials, but section 2 makes it seem that the vendor would be creating the materials. Can you clarify who is responsible for the development of the materials, and the production costs for any of the physical media?
A4) The development of materials will be done by the vendor. BLM will provide past examples and can supplement options for ad placement depending on seasonal trends during fire season.
Q5) Are you open to considering other types of placements? e.g. metro.
A5) We are open to other types of placements. We are looking for a variety in order to reach the greatest number of people that use Nevada public lands or could potentially start a wildfire.
Q6) Will BLM be responsible for producing a campaign landing page and/or incorporating the graphical materials into the main site?
A6) BLM will produce and host the landing page in order to get more site traffic brought to the authoritative source.
Q7) Is there a particular budget you are working to for this entire project? Is there a historical % allocation in the overall budget that goes to campaign and asset creation vs. paid media investment?
A7) No Q8) Is this media plan fixed or are you open to recommendations?
A8) We want the options listed, but are open to recommendations.
Q9) Who/how many will be on the approval team(s) for content and this campaign?
A9) There will be 6 BLM specialists involved in the campaign development.
Q10) Do you have a plan or any specific requirements for accessibility and 508 Compliance?
A10) Videos will need captioning.
Q11) Do you want ads as a separate CLIN/line item or written into the FFP?
A11) Ad placement costs are separated out from development on the bid schedule.
Q12) Do you have a timeline for making decisions once items are submitted?
A12) Looking to award in October once the new government fiscal year starts and have an in person meeting within 30-45 days of award.
Q13) What do you mean by “cost per acre’?
A13) Disregard “cost per acre”.
Q14) Is there a percent of labor vs ODCs (media, production, etc.) that BLM is willing to share?
A14) There is not a percent to share. We would like the bench marks hit for the advertising.
Q15) What is your desired response format? Should the response be contained to the bid schedule document? Would a capabilities document that includes our pricing be sufficient?
A15) Please fill out the bid schedule so that your bid can be accurately compared to others. A project proposal with past examples will help to technically evaluate your bid.
Q16) I am unclear about the bid schedule, as it asks for pricing for 2,000,000 impressions each on social media, streaming audio, the cost associated with sports teams' sponsorships, etc. Are you looking for the exact costs of those media items or a projection of our company's cost to facilitate those arrangements? Ordinarily, securing best prices on items such as those requires several weeks/months of negotiations. Please advise.
A16) Looking for a projection of your company's cost to facilitate and secure ad placement for those items.
