Solicitation Number 140L3921R0019 Fire Prevention Messaging Questions & Answers
Q1) In the statement of work, there's a few instances that state "BLM will provide videos". To clarify: does this mean BLM will be providing the finished creative for each media outlet? Would the creative agency's responsibility be limited to formatting the videos and media placement, or would the creative agency also be developing the content as well (i.e. shooting videos, creating graphics, etc)?
A1) Contractor should provide quotes that include developing content. BLM will provide video and photos of wildland fire and BLM firefighters if needed for developing the creative content. The contractor is responsible for formatting and placement of any content provided by BLM.
Q2) If the creative agency is responsible for creating the content, how flexible is the slogan "#SparkChange – Help Prevent Wildfires!" slogan? Is there some room for suggestions/changes?
A2) There is flexibility to change the slogan and make suggestions regarding the creative. All changes and suggestions will have to be approved by the National Interagency Fire Center Public Affairs specialists and the BLM State Leads for Fire Mitigation & Education in Idaho, Utah, and Nevada.
Q3) The statement of work states “company gas stations” are these locations provided by BLM or does sourcing the gas stations need to be part of the quote?
A3) Sourcing the gas stations will need to be a part of the quote. BLM will not provide locations. Stations should be dispersed primarily across Idaho, Utah and Nevada.
Q4) Which company provided market research on the “in store media”?
A4) Market Research was conducted using a variety of sources, platforms, and data/solutions.
Q5) Are you able to provide max budget levels for each ad format? That will help us provide a better proposal geared towards your specific spend amount (and not propose something that is out of your budget).
A5) The Government estimate is not available. Contractors should provide a quote based on the requirements in the Statement of Work.
Q6) For the firewood bundles, what kind of stores are you thinking of? Supermarkets, hardware stores and any store that carries that product?
A6) Gas station convenience stores. Our target audiences are public lands users that stop at the gas company/station to get fuels for vehicles, gas cans, OHVs, propane, air-up tires, purchase refreshments and firewood, and gather information about the surrounding area as they head out to enjoy their public lands.
Q7) Can we bid on certain portions of the solicitation but not everything?
A7) The BLM anticipates awarding a single firm fixed price purchase order for the services indicated in the statement of work. Offerors may consider subcontracting portions of the services, however, the prime contractor is responsible for all deliverables in the contract.
Q8) Regarding the period of performance, if advertising starts in May and continues till November, when will we know the outcome of the bid? Also, how much time will we have to prepare to set up ads?
A8) Bid will be awarded by the end of September 2021. Production/development of advertising would occur during the rest of the year (Dec thru Apr) to be ready for fire season roll out and allow time for approvals.
Q9) Scope of Work: We have the ability to Geo-target people with digital ads when they are in a specific area (social media or search or display) but will we be provided a point of contact to deliver advertising to TV monitors at gas pumps, marketing boards, coffee sleeves, and flyers for firewood bundles. This question also applies to the Deliverables section for Gas Pump TVs. Will we have to do the printing for the coffee Sleeves and flyers for firewood bundles?
A9) We are not asking for coffee sleeves or flyers for firewood bundles in the deliverables section. Fire prevention signage near or on firewood packages at a minimum of 300 stores. Contractor will have to get the prevention message on the firewood package/bundle.
Q10) Objectives section: Would you like a target audience that resides with the I-84, I-80, I-15, I-70, I-90. I-10, or I-40 or travels? Anyone traveling along these highways would not necessarily be a candidate that lives in those areas. There is value in targeting people that travel in those areas to prevent fires along those areas.
A10) BLM desires to advertise fire prevention messaging at gas stations and convenience stores to educate local communities, recreationalist/visitors (boaters, hikers, campers, hunters) passing through or stopping to recreate/visit public lands across the west. Travelers (boaters, hikers, campers, hunters) are a desired target audience.
Q11) Section 3 under Deliverables: What types of social media impressions would you like? These are usually calculated per 1000 or CPM. Depending upon the time of the year, Facebook, Instagram, Youtube, LinkedIn, and Twitter are very close in price so we can provide an average cost. Pinterest is usually four times the cost.
A11) A minimum of 1,000,000 paid social media impressions per year. A minimum of 8 unique social media posts. Social media includes Facebook, Instagram and YouTube.
Q12) Section 4 under Deliverables: Pertaining to signage, are these stickers that go on top of the shrink wrapped firewood bundles or are these videos that you would like? Is this for Facebook or Youtube video awareness ads across the Great Basin States?
A12) Fire prevention signage near or on firewood packages at a minimum of 300 stores. This could be a sticker on the bundles or a sign placed next to the firewood bundles. Video does not apply to this deliverable. Just meant to say that BLM could provide graphics.
Q13) Would you like for us to design a messenger sequence that is automated? We can also tie this to other websites or apps to alert the figure of authority directly.
A13) If that is how the contractor wants to achieve the deliverable of 1 million social media impressions than you can do that. We just want the following listed deliverables:
· A minimum of 1,000,000 paid social media impressions per year.
· A minimum of 8 unique social media posts.
· Social media includes Facebook, Instagram and YouTube.
· Target audience of recreationalist/visitors (boaters, hikers, campers, hunters) passing through or stopping to recreate/visit public lands across the west.
