Solicitation Number 140L3921R0010 Owyhee Fuel Break Mowing Questions & Answers

Q1) Can a feller buncher w/ drum head mower attachment, with metal tracks be used? (example Timberpro TL745D).

A1) According to our SOW, under Section 3 Mechanical Equipment Requirements:

Machine(s) will:

i. Include a minimum of one tractor and one rotary mower to complete the specified work.

ii. Include a tractor or tractors of at minimum one (1) four-wheel drive, rubber tired or rubber track type tractor with MINIMUM HORSEPOWER OF 90 rated at power take-off unit.

The type of machinery described in the question, as we understand it, does not qualify as a tractor and does not meet the rubber tire or track requirement for the work.

Q2) How close can the truck driver get to the work units? The truck driver will use a lowboy trailer to deliver the heavy equipment.

A2) How close the driver can get to the work units is determined by the equipment used, so we cannot guarantee an exact distance. It should be noted that the work units are typically accessed by 4WD-capable vehicles.

Q3) What is the width of the fire breaks?

A3) The different project areas include existing fuel breaks that range from 300' to 600' wide, typically split between both sides of the road. The goal of this contract is to expand all of the project areas to a quarter mile or 1,320' within their mapped footprint, which again is typically split between both sides of the road. On the ground, the contractor would see the mowed footprint and mow out from there to the extent mapped. This varies with topography, ground conditions, etc, so the exact width varies from place to place.

Q4) Will a 20 swath brush hog fit in all areas?

A4) A 20' swath brush hog mower will fit in all project areas as we are mowing to 1,320'.

Q5) Was the previous successful vendor Warden Hawkins? Was the previous contract/solicitation # 140L3920P0163 for the same quantity? If not, how many acres did this contract include?

A5) Warden Hawkins was awarded Contract # 140L3920P0163. Contract # 140L3920P0163 included 4,445 acres. This information is available on www.sam.gov.

Q6) Is the 3 mph for all terrains and site conditions? It seems very slow for some conditions.

A6) The speed limit is 3 mph for all terrains and site conditions.

Q7) Section 4 states that partial payments are allowed – can we invoice: Every 2 weeks or Monthly?

A7) A partial payment will be authorized at the completion of 25% of the acreage.
