Questions and Answers

Q1) Section III, Objective 2 of the SOW states “Burned remnants of building, side building, various types of trash to fill approx. one full sized 40-foot dumpster and one 20-foot dumpster.” Roll-off dumpsters are no more than 22-ft in length, does Objective 2 intend to state the assumption of one 40 cubic yard dumpster and one 20 cubic yard dumpster?

A1) Yes, that is correct. It should have stated one 40 cubic yard dumpster and one 20 cubic yard dumpster.

Q2) Section III, Objective 5 of the SOW states “The area will need to be raked to match the contour and visual appearance of the surrounding area. No additional material will need to be brought in from off-site.

BLM would like the area to be prepped so that natural revegetation can occur.” However, Section II, Objective 4 of the SOW states “recontouring and replanting of native plants.” This seems to contradict

Section III, Objective 5 of the SOW. Please confirm if recontouring and replanting of native species is required, and if so, is a replanting design / specification available.

A2) The “replanting of native plants” mentioned in Section II, Objective 4 is from an earlier draft of the

SOW and should have been removed. Section III, Objective 5 of the SOW is correct and the final version.

Q3) Figure 3 shows multiple power poles onsite. Are these to be included as infrastructure requiring removal?

A3) Yes.

Q4) Figure 3 shows a transformer on one of the power poles. Section II, Objective 1 of the SOW states

“elimination of a human health and safety hazard”. Is the transformer to be assessed for PCBs and disposed of as necessary?

A4) Yes

Q5) Section II, Objective 1 of the SOW states “elimination of a human health and safety hazard.” Section II of the SOW also mentions that the abandoned vehicles have become targets for shooting which may contribute contaminants (lead shot and shells) to the surrounding environment. Does the government anticipate the need for environmental sample collection (particularly for lead) and potential contaminated soil removal? Additionally, is there any reason to suspect that petroleum or other oil products may have been released from the abandoned mechanical equipment (i.e., cars) Does the government anticipate the need for an assessment to be conducted of the surrounding soil media?

A5) No on both parts of the question. Should petroleum or other oil products have been released we expect the quantities to be neglectable.

Q6) Does the government require any work plan documents to be prepared for review and approval, such as a Work Plan, Cultural Resources Management Plan and/or Health and Safety Plan/Activity Hazard

Analysis, to be submitted for approval prior to field activities?

A6) Yes.
