COVID-19 BPA
Questions and Answers
Q1) Is the square footage (sf) known of each of the locations to be serviced under this RFQ?
A1) No, not at the present time. The Contracting Office is working with the Districts to gather layout diagrams, and the square footage for each building in preparation to provide that detailed information for each future BPA call.
Q2) In the Solicitation Bid Schedule (fillable form) there is a question regarding Licensure. What specific License are you requiring for completion of this work?
A2) The question is what counties do you have a Business license to operate it? This will be used to determine which Counties each Contractor can provide services too. Due to the remote regions of some BLM facilities, we acknowledge that not every Contractor will be willing/able to provide service to each county in the State, and one county in California.
Q3) Can Vendors submit quotes for some locations, but not all locations?
A3) Yes. On the Solicitation Bid Schedule, vendors can check mark which Counties they are willing to provide service too. The Specification document lists the sites by County. If a vendor only wants to quote on some locations with a specific County, they can list the locations to be quoted on a separate document as part of their quote.
Q4) In the Solicitation’s Bid Schedule, what costs should be included in the quoted rates?
A4) The rates should include all costs required to complete the work as identified in the Statement of Work, including but not limited to, fully burdened labor rates, supplies, materials, etc.
The government understands some costs fluctuate based on the specific requirements so this shall be a not to exceed rate. As specific requirements are known the contractor will be able to quote accordingly but cannot exceed the quoted rates.
Q5) Will there be any site visits for this project since the size of the various locations are not listed in the Solicitation Specification document?
A5) No, site visits will not be scheduled for this Solicitation. The Contracting Office is working with the Districts to gather layout diagrams, and the square footage for each building in preparation to provide that detailed information for each future BPA Call.
Q6) Will there also be a need for routine/scheduled disinfections?
A6)Yes. The Requirement is for two needs: Cleaning and Disinfection after a COVID-19 contamination. And routine and /or periodic Disinfection as a preventative measure against COVID-19 and the flue. Each District will determine their own routine/reoccurring disinfection schedule as each facilities’ use and occupancy varies with their mission.
Q7) Is the NTE of $100,000.00 per call or per year for this Contract, and will there be a minimum dollar amount for each BPA Call/order?
A7) $100,000 is the maximum amount allowable for any single BPA Call. There is no guaranteed minimum amount for each BPA Call.
Q8) What is the Contractor’s allotted response time to each BPA Call/Order?
A8) Per the Solicitation Statement of Work, Task #2, “Upon notification by the BLM Contracting Officer (CO), the Contractor shall provide Cleaning and Disinfection services within 24-72 hours”. This is in response to a COVID-19 contamination at a facility, not the routine preventative Disinfection services.
