About this file

This is a combined synopsis and solicitation for a Request for Quotes (RFQ) issued by the Bureau of Land Management (BLM), Rio Puerco Field Office in Bernalillo County, New Mexico for manual fuel reduction and tree thinning services.

The solicitation (Number 140L3726Q0169) is set-aside for small business concerns under NAICS 115310 (Support Activities for Forestry – Fuels Management Services) with a size standard of $34.0 million. The project requires manual fuel reduction and thinning of pinyon-juniper vegetation on approximately 156 acres located in Township 9N, Range 13W, Section 12 near Oso Ridge, Cibola County, New Mexico. The work period is October 1, 2026 through February 1, 2027. The scope includes cutting and piling slash with specific spacing prescriptions (50 feet between leave trees with ±10 feet variance), retention of healthy ponderosa pine trees 12 inches DBH or larger, hand-cutting methods, and construction of slash piles for later burning by BLM personnel. The contract will be awarded as a firm, fixed-price agreement with a single lump sum payment calculated at 156 acres multiplied by the contractor's proposed price per acre. All quotations must be submitted electronically to Contracting Officer Audrey Whetham (audrey_whetham@ios.doi.gov) no later than August 31, 2026 at 3:00 PM MDT. Contractors must be registered and active in the System for Award Management (SAM) and provide their Unique Entity ID (UEI) and CAGE code with their quote. Evaluation criteria emphasize experience and technical approach (significantly more important than price), requiring documentation of three or more completed tree thinning projects within the past five years with valid reference contacts, detailed scheduling, safety plans, and workforce sizing information.

RIO PUERCO FIELD OFFICE, BERNALILLO COUNTY, NEW MEXICO

Location of Project

The project is located in Township 9N, Range 13W, Section 12 approximately 1 mile south of the rural community of Oso Ridge, New Mexico.

Project Purpose

Goals for the project include removing hazardous fuels and breaking up the continuity of the canopy to prevent wildfire danger to the community of Zuni Mountain and Oso Ridge subdivision. Slash piles of fuels will be burned when dry by Rio Puerco Field Office fire personnel. This project is a second entry cut and pile. The first round of thinning was completed in the early 2000’s and has since experienced new growth.

Boundaries of Project Area

The boundaries are identified by orange flagging. Portions of the project area boundary follow a fence line or road, but some of the project boundaries do not follow the fences and roads in the area. The project is estimated to be 156 acres in size.

Access

Access will be facilitated by State Hwy 53 and the paved road into the rest area. Work may have to be stopped by the Project Inspector at any time when the roads are wet and excessive rutting or resource damage could occur on the private land and within the project area.

Cutting and Slash Removal Requirements

Spacing prescription for leave trees and or leave tree groups:

The spacing for all species shall be 50 feet. The designated spacing may be varied plus or minus 10 feet in order to choose the best leave tree or leave group based upon age class, size class and overall health of the tree.

All trees to be cut will be unmarked.

Order of Consideration For Leave Tree Selection Species Size Comments

Ponderosa Pine 12” + DBH Leave all, include in spacing <8” DBH Include in spacing, leave single or group Alligator Juniper All Leave all, include in spacing Pinon <16” DRC Include in spacing, leave single or group Juniper <24” DRC Include in spacing, leave single or group

• No Girdling or Pruning.

• No cutting of any shrubs or oak trees.

• Desired spacing would be a mix of the following three prescriptions:

o Average tree spacing will be 30 feet.

o Retention of 1 small group of healthy trees every 2 acres (approximately

6-10 trees per group) is acceptable, with an average spacing around groups of 50 feet.

o The open swales and canyon bottoms with mostly smaller trees will have all trees less than 8 feet tall removed with up to 5 larger (i.e. mature) healthy trees per acre left uncut.

• Treatment will be done by hand-cutting (chainsaws and other hand equipment).

• Target species are One-seed Juniper (Juniperus monosperma), Ponderosa Pine

(Pinus ponderosa), and Piñon (Pinus edulis).

• When cutting, all unhealthy trees (regardless of size) should be cut first before looking at spacing and leave tree requirements.

• Leave tree preference - 1st Healthy tree, 2nd Larger tree, 3rd Alligator Juniper

(Juniperus deppeana), 4th Piñon Pine (Pinus edulis).

• Due to stem characteristics of Juniper and Piñon, stem diameter will be measured

6 inches above ground surface on the high side for cutting (DSH-diameter at stump height), not DBH.

• Retain all ponderosa pine (Pinus ponderosa) Above 12” DBH

• Leave any healthy (free of mistletoe, etc.) live Juniper 24-inch diameter or greater

DSH.

• Leave any healthy (free of mistletoe, etc.) live piñon 16-inch diameter or greater

DSH.

• Cut any live Piñon and Juniper tree 1 foot tall or above that do not meet the above criteria for leave trees.

• Cut smaller seedlings and saplings growing under larger leave trees.

• Cut all piñon and juniper trees within 30 feet of power lines and ponderosa pine trees.

• Sever all live limbs and green needles from cut stumps.

• Ponderosa pine will be included when determining average tree spacing in the woodland stand.

• Cut stumps should be 6 inches or less in height.

• Cut and felled material shall be bucked into lengths of 4-5 feet to speed drying.

• Piling will be done by hand.

• Slash piles shall be constructed in a manner that will allow piles to burn down with minimal “chunking” (i.e. raking the edges in to maximize consumption).

• All cut material 3 inches and larger in diameter will be left out of slash piles to allow for later fuelwood gathering. All limbs < 3 inches in diameter shall be removed from larger cut material.

• All piles will be at least 10 feet from leave trees to minimize crown scorch when slash piles are burned later.

• Remove cut material 30 feet from structures (example: fences, waters, powerlines), fiber optic ROW, and ponderosa pine trees.

• Cut material that is less than 3 inches in diameter will be placed in arroyos and erosion “cuts” located within 1 chain (66 feet) of cut trees to help slow head cutting and soil erosion.

• No travel on two track roads when soils are saturated by rain or snow; stay on gravel or pavement.

• No cutting in designated areas to protect cultural sites and/or improvements.

Access

Access will be facilitated by State Hwy 53 and the paved road into the rest area, and miscellaneous two track roads within and adjacent to the cutting unit. Work may have to be stopped by the Project Inspector at any time when the roads are wet and excessive rutting or resource damage could occur on the private land and within the project area.

Estimated start date is October 01, 2026, through February 01, 2027

Information (maps and directions) will be available through the Rio Puerco Field Office, 100 Sun Ave. NE Ste. 330, Albuquerque, New Mexico at 505-761-8943.

DIAR 1452.215-71 USE AND DISCLOSURE OF PROPOSAL INFORMATION -- DEPARTMENT OF

THE INTERIOR (APR 1984)

(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C. 552), the following terms shall have the meaning set forth below:

(1) "Trade Secret" means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

(2) "Confidential commercial or financial information" means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers "commercial and financial information obtained from a person and privileged or confidential," and exemption (9), which covers "geological and geophysical information, including maps, concerning wells."

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:

"The information specifically identified on pages of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract."

(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:

"This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal."

(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.

(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do

so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.

FAR 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(RFO DEVIATION MAR 2026).

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

EXPERIENCE: Provide a list of three or more completed or ongoing projects in the past five years in which you served as a contractor or sub-contractor, with at least one of the projects taking place in the past 2 years, in which you provided tree thinning services. Each job entry must have the following information:

• The name of job

• The job start and end dates

• A brief description of services provided and the location of the job

• The owner of the job

• The owner’s contact information

• The total dollar value of the job

**A valid reference point of contact is required. If it is different than the listed owner, their contact information must be provided. A valid reference point of contact must be able to provide information such as: the contractor’s compliance with safety protocols, performance, scheduling, and ability to respond to new issues and situations as they come up during the implementation of the job.

TECHNICAL: Provide information on how the contractor will approach the project that demonstrates a thorough knowledge and understanding of the requirements in the SOW.

• Scheduling (Provide a detailed schedule to show how work described in the SOW will be completed within the Period of Performance requirements.)

• Knowledge of the job

• Safety Plan • Contact information

• Size of workforce needed to complete the project in a timely manner

PRICE

Evaluation factors other than price when combined are significantly more important than cost or price.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
