These services are to be performed in Natrona County, Wyoming on Portions of Township 29 North, Range 82 West, Sections 6,7, and 18 and Township 29 North, Range 83 West, Sections 1,12, and 13. The approximated center of the treatment area is at: N 42° 29.665’ x W 106° 42.767’
Access is via BLM, two track roads off Kortes Road (County Road 407) that joins State Highway 220 near the town of Alcova. Additionally, the following Google link may help facilitate travel to and from the treatment area.

Public access is available to all units and contractor must be aware of property lines to make sure crew footprint remains on public lands. This area can be impacted by significant snowpack and access from November to late May can be limited to tracked UTVs/ ATVs off county-maintained roads. BLM assumes no responsibility for trespass or access issues under this Statement of work.
C.2 DEFINITIONS
C.2.1 General Definitions
ACCEPTABLE QUALITY LEVEL (AQL). Maximum deviation from the performance standard.
PERFORMANCE BASED ACQUISITION. A contracting method intended to ensure that required performance quality levels are achieved and that the Contractor’s total payment is related to the degree services meet contract performance standards.
PERFORMANCE REQUIREMENTS SUMMARY (PRS). An abridged version (summary) of the Performance Work Statement showing contract requirements, tasks/subtasks, standards, and acceptable quality levels. The PRS may also contain an abridged version of the Quality Assurance Surveillance Plan showing the Government’s method of surveillance, incentives, and fee reductions for not meeting standards.
PERFORMANCE STANDARD. Standard of performance required by the Government.
PERFORMANCE WORK STATEMENT (PWS). Specific requirements the Contractor must meet in performance of the contract. The PWS contains required services (tasks/critical subtasks), performance standards, acceptable quality levels, and incentives/disincentives.
QUALITY ASSURANCE. Actions taken by the Government to ensure services meet contract requirements.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) OR QUALITY ASSURANCE PLAN (QAP). A written document showing Government surveillance method and scheduling to be used to assess the Contractor’s performance against the performance standard.
QUALITY CONTROL. Those actions taken by a Contractor to control the performance of services to ensure services meet the requirements of the PWS.
C.2.2 Technical Definitions

C.3 GOVERNMENT FURNISHED PROPERTY
None
C.4 CONTRACTOR FURNISHED ITEMS
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary.
C.4.1 Quality Control Plan
The Contractor shall establish and maintain a Quality Control Program to ensure the requirements of the contract are achieved. One copy of the Contractor’s Quality Control Plan shall be provided to the Contracting Officer prior to the start of contract work.
C.5 TASKS/CRITICAL SUBTASKS AND STANDARDS
C.5.1 Task 1: Cutting and piling/scattering of Junipers
Inside the treatment boundaries, cut and pile or lop and scatter all living juniper trees.
Standard/AQL:
1. Utilizing hand tools (ie. chain saws), cut all living junipers.
2. All trees shall be visually inspected prior to cutting to ensure the absence of an occupied migratory bird nest. No tree containing such a nest shall be disturbed.
3. Cut material or “slash” will be piled for future burning where juniper is located within 50’ of ponderosa pine with diameter at breast height (DBH) greater than 8” or where juniper density is greater than or equal to four trees within a 20’ radius. All other material can be lopped and scattered if large jackpots of material are not created.
4. Where piles are constructed, locate piles centrally and as far as feasible from all leave trees with a minimum distance from edge of pile to perpendicular edge of nearest branch (drip line) or tree of approximately 20’.
a. All piles should be constructed such that the height of the pile is equal to or greater than the diameter of the pile. In other words, they should be at least as tall as they are wide.
b. If a pile is within 50’ of dripline of nearest tree, the pile should not exceed 8’ height (and diameter). Piles greater than 50’ away from dripline of nearest tree have no maximum size limitation.
c. Material will be piled in a cone or mound shape with limbs and branches placed in overlapping fashion to form a series of dense and compact layers with little void space. Lacerated tree boles shall be 4-foot or less in length.
Tree boles greater than 12- inch diameter are not required to be piled.
However, if not piled, cut tree boles shall be scattered so as not to show the original location of the tree. Example: a 45-foot tree is cut down that has a 15-foot section of bole over 12 inches in diameter—30 feet of the tree shall be cut into pieces 4 feet or less in length and piled. The remaining 15-foot portion of the bole, which was greater than 12 inches, then needs to be cut into pieces and scattered so that the original location of the tree is indiscernible.
5. In areas where debris is lopped and scattered, slash must be under 24” height, cut limbs will be bucked so that no limbs exceed a length of three (3’) feet and scattered to avoid jackpots of burnable material.
6. Remove all living stems at ground level. Stumps shall be cut to a height of 4” or less on uphill side. With no live limbs attached.
7. All standing dead trees, witness trees, wildlife trees, bearing trees, marked and/or boundary trees will be protected and left standing.
8. The treatment unit will be marked with either flagging or tree marking paint.
Additionally, a geo-referenced PDF map will also be provided. The contractor is responsible for using a mobile device with mapping software to follow treatment unit perimeters and maintain daily tracks showing work progress.
Work quality inspection will focus on the number of uncut junipers, stumps with live branches, proper stump height of cut trees, spacing of piles from dripline of remaining trees, and ensuring lop and scatter is only utilized in areas that meet the above specifications. A minimum of 95% of juniper will be cut within treatment units based on 1/20th or 1/50th acre randomized plots.
C.5.2 Task 2: Limbing of remaining conifer tree species
Inside the treatment boundaries remove limbs from all remaining conifer tree species.
Standard/AQL:
1. Uncut conifer trees shall have all limbs (ladder fuels) removed to a height of approximately 6 feet.
Work quality inspection will focus on the number of conifers that are not limbed to approximately 6’ height from the ground. A minimum of 95% of conifers that remain uncut within treatment areas will be limbed to 6’ height from ground based on randomized 1/20th or 1/50th acre plots.
6 SPECIFICATIONS
Work will be completed between September , 2025, and September , 2026. If contractor wants to work the months from February 1st through July 31st raptor surveys will need to be completed first.
Work is to be completed using hand equipment (chainsaw).
All Machinery/saws shall be equipped with approved spark arrestors.
No heavy equipment use will be permitted.
ATVs may facilitate access to portions of the treatment tract. Vehicle access would be restricted to existing roads and trails. No new roads and trails or off-road travel is authorized.
During periods of inclement weather, extreme fire danger, emergencies, or natural disasters, a stop work order may be issued. This action would allow for the extension of the contract period.
