About this file

This document is a Solicitation Questions and Answers (Q&A) for the Browns Draw Cultural Resources Inventory (CRI) issued by the Bureau of Land Management (BLM). The solicitation (Number 140L3725Q0060) seeks a contractor to conduct a Class III intensive field inventory of approximately 1,578 BLM acres of public land in Moffat County, Colorado. The survey is required prior to cut and piling, and prescribed burning, with the objective of locating, evaluating, and protecting cultural resource sites from potential project effects.

The Q&A document clarifies several key points: this is a new contract with no incumbent, there was an error in the original SF1449 form regarding the project description, and the project area is accessible via county roads without requiring private landowner permissions. The government does not anticipate rapidly changing circumstances or expect additional work beyond the current project scope. The contractor will be responsible for recording and mapping all newly identified sites and isolated finds during the cultural resources inventory.

SOLICITATION Q&A 4/18/25

Browns Draw CRI Solicitation Number 140L3725Q0060

CONTRACTOR QUESTIONS GOVERNMENT RESPONSE

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

1. As far as the government knows, this is a new contract. No incumbent.

2. The SF1449 states “The Bureau of Land Management, Colorado, has a requirement to conduct botanical surveys to determine the presence or absence of target species, document and map locations and populations of target species, and provide an ecological description for the areas surveyed including any special habitats encountered.”

• Is it correct to assume this is a typo for this cultural resources RFQ?

• If this assumption is correct, what information was meant to be in this location?

2. The language in the 1449 was an error. Thank you for catching this. The correct information should be as follows, which is also described in the PWS that was attached with the solicitation.

“A Class III (intensive) field inventory of approximately 1,578 BLM acres of public land in Moffat County, Colorado is requested. The cultural resource inventory is required prior to cut and piling, and prescribed burning to locate, evaluate and adequately protect all sites from the effects of the undertaking.”

3. Coordination, Section 4.A. states “The Contractor must be highly flexible and able to adapt to rapidly changing circumstances... The Contractor must be able to quickly ‘gear up’ to execute assigned tasks within short time frames.”

• Is the BLM expecting rapidly changing circumstances?

• What is the nature of these circumstances?

• How short of time frames are projected?

• Will there be contract modifications to address meeting the needs of shortened time frames?

3. We do not foresee any rapidly changing circumstances that will alter the timeframes or conditions of work performance. Nor will we ask for additional work beyond the current scope.

4. Coordination, Section 4.B. regarding the contractor being responsible for obtaining landowner access:

• How many landowners will we need to contact?

• Will there be access fees, and if so, how much are those fees?

4. This project area is easily accessed by county roads and will not require private landowner permissions. No access fees are necessary.
