No. Reference Question Government Response
1 N/A Who was the previous incumbent for this contract, and what was the total award amount?
This is a Brand New Contract. There is no previous award details in terms of an amount available.
2 N/A Is there an established dollar threshold for the contract?
No. The award shall be based on the assumed quantities stated in Section 1, Introduction and General Scope, of the RFQ; however, estimated quantities for required services may vary based upon conditions. This contract does not guarantee payment unless a service is requested, provided, and accepted.
Section 3.1 Service Requirements
Is more specific information available regarding the items or materials that will need to be stored for this project?
Items the government may need to store overnight include, but are not limited to: cameras, tripods, teleprompter, lights/lightstands, microphones/boompoles, sound recorders, c-stands, lighting control (flags, reflectors, nets), props (fire tools), costumes, set dressing, and cases/bags used to transport above.
4 RFQ- Page 7, 7.1
If the BLM team contacts me within 5 workdays and the space is being utilized by another client who had booked weeks in advance, would the expectation of BLM be that I cancel my previous client so they can use the space on that particular date? I do see in the 3rd paragraph on that same page that if I know of an extended period of usage to let the BLM team know; however in this particular example, it is only a single day shoot. Can you please provide clarification to understand this aspect?
There is no expectation to cancel previous bookings. Please see the revision to section 7.1 which outlines additional requirements and expectations, and removes the previous reference to the "extended" period of 3 weeks and replaces it with the government project manager and contractor point of contact agreeing to a process after award to help with scheduling.
RFQ- Page 8, 10.2, number 1
It states that "Firms are not required to submit a copy of their representations and certifications but must submit contractor certifications for FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and 52.204-26, Covered Telecommunications Equipment or Services- Representation if the fillable sections are not selected with the representations and certifications." Does that mean that myself, as a contractor, and any of my contractors who might perform video services for the team, also need to be registered on SAM.GOV?
No, only the firm serving as the prime contractor needs to be registered in SAM.GOV. If your representations and certifications DO have the fillable sections selected/boxes checked, under 52.204-24/26, there is no additional action necessary. You only need to provide filled in certification if those FAR references are left blank. This is not common, but there was a lapse in these fields being updated in SAM which is why we are required to include this requirement.
52.222-53, Exemption Certification
Can you please clarify what is required?
The Service Contract Labor Standards statute, which requires a minimum hourly wage to be set (reference FAR 52.222-41) is not applicable in this contract's case due to the items under FAR 52.222-53 being valid. All that is required is for you to either check the box on the Attachment 2, Factor 1 Template, that you either do or do not certify that the services are exempt, per those reasons outlined under 52.222-53. Essentially, this clause allows you to determine wages due to the services requested being those which you offer routinely to other commercial/non-government customers and for which are only being requested under this contract as a small portion of the overall services, if requested at all.
Attachment_1_Provision s_and_Clauses.pdf
Can you clarify what is required of this particular document in regard to the RFQ. Can you clarify if this is similar to the SAM.gov application?
Nothing is needed with this document. The provisions drop off the final award, with the clauses remaining.
Please email me with any follow-up questions on specific clauses. The SAM.gov application is not the same as Provisions and Clauses associated with an actual contract. Your SAM.gov application are your representations and certifications (Reps and Certs) which are statements confirming your ability/eligibility to quote on government requirements, attesting to meeting specific business size, financial, legal conditions, etc. The clauses will be unique to each solicitation and resulting contract, with the clauses being legally binding to that specific contract only. There are overlaps with your SAM.gov Reps and Certs and the provisions under a RFQ, which streamlines you not having to check all of the Reps and Certs boxes for each and every requirement you would respond to. If you reference provision 52.212-3 you will see that it states that only if you believe there to be something incorrect or needing to be updated withing your Reps and Certs on SAM.gov do you need to do anything with the provisions included in this RFQ.
8 Section 6.5 What are the stipulations regarding holidays? See RFQ Section 6.5, Federal Holidays.
9 RFQ Section 10.4.1 N/A
A question was not asked referencing the Service preferences and instructions; however, the government is making reference to revisions to this section to assist with the evaluation of the preference services. Reference revision to Section 10.4.1, Instructions, as it pertains to the 3.2 preferences and requested additional input into the Factor 1 template.
