About this file
This document is an amendment to Solicitation Number 140L3724R0008 for the NIFC Campus Slurry Seal North Areas project. The amendment extends the response due date to July 16, 2024, provides a site visit roster, responses to questions received, updated specifications and drawings, and clarifies requirements related to phasing, wheel stops, and acceptable materials. The solicitation is for a slurry seal project on the NIFC campus in Boise, Idaho issued by the Department of the Interior Bureau of Land Management Idaho Region. Key details include a 90-day bid acceptance period, requirement to mask or move wheel stops, and phasing requirements to only shut down one side of the road at a time. The Government will remove electrical equipment from the paving areas, but contractors are responsible for masking or moving wheel stops. The use of CQS1HP emulsified asphalt is acceptable, while HFRSP1 is not. A phasing plan is not required with the bid submission.

NIFC Campus Slurry Seal North Areas Solicitation Number 140L3724R0008
CONTRACTOR QUESTIONS GOVERNMENT RESPONSE
1. Sheet notes from plan pages EX‐103, EX‐106, EX‐107, indicate the grey areas of the plans are to receive seal coat. The specs call for a slurry seal.
Are we to provide a slurry seal and then seal coat over the slurry seal?
1. See revised sheets in amendment package.
2. With the bid due date of 7/9/24 and the 90‐day bid acceptance period, this could put the award as far out as 10/7/24. With temperatures decreasing at this time of year, would it be acceptable to perform this scope of work in May/June of 2025 when temperatures are on the rise?
2. Bid acceptance period to remain 90 days, if award goes beyond timeframe to meet weather requirements stated in the specifications, Government will evaluate for contract extension at that time. Award is anticipated to be made prior to end of fiscal year.
3. Does the Government intend to remove the wheel stops prior to the contractor applying the slurry, or will the contractor need to mask the parking stops and slurry around them?
3. Government will not mask or remove wheel stops. Masking or moving wheel stops is responsibility of contractor.
4. There are wheel stops on the east side of the parking lot on page 107 that are not identified in the plans. If the government chooses not to move the wheel stops on this side of the parking lot, please quantify the wheel stops so the contractor may account for masking them.
4. Government will not mask or remove wheel stops. Masking or moving wheel stops is responsibility of contractor.
5. With this project taking place while the NIFC campus remains operational and fully functional, will the contractor be required to phase this project to only shut down one side of the road at a time?
5. See revised specification section Part 1.G.2.(d).
in amendment package.
6. Are there any phasing requirements for this project? If so, please describe.
6. See revised specification section Part 1.G.2.(d).
in amendment package.
7. Is a phasing plan required with bid submission? 7. See revised specification section Part 1.G.2.(d).
in amendment package.
8. Our subcontractor advises against rolling the slurry and finds that there is no benefit to rolling the slurry. Will the Government remove this requirement from the specification?
8. Rolling will remain as part of specifications.
9. Please identify an acceptable lay down area for stockpiling material.
9. Lay‐down area will be discussed and identified upon award with winning contractor.
10. There are electrical racks and sprinkler control equipment near the Krumm Access road to the south of B‐300. Please confirm that NIFC personnel will prepare the equipment and all possible items will be removed/elevated off paving surface so as to not impede the paving scope of work.
10. The Government will remove the equipment from the ground. The vertical conduits, grounding wire, and posts will remain. Refer to specification section Part 3.G. Handwork.
11. How would the owners intend for the contractor to address application of the slurry seal at the 2 access gates at the East of the property that have multiple brackets/support members branching away from the gates? Will the contractor be responsible for removing the hardware prior to paving?
11. Refer to specification section Part 3.G.
Handwork.
12. CQS‐1HP is considered the industry standard for slurry seal and is a superior emulsified asphalt product when compared to the materials listed under the products within the specifications.
Please confirm that the use of CQS‐1HP emulsified asphalt product would be acceptable.
12. See revised specification section Part 2. B. in amendment package.
13. HFRS‐P1 is listed in the specifications as an acceptable emulsified asphalt product. This is a traditional chip sealing emulsion product and is typically too sensitive to make slurry with and requires special chemistry to mix with slurry aggregates. Is chip sealing an acceptable alternative to slurry sealing?
13. See revised specification section Part 2. B. in amendment package.
